- THIS IS FOR MARKET RESEARCH PURPOSES ONLY, NOT A REQUEST FOR PROPOSAL OR SOLICITATION. The Food and Drug Administration, Jefferson Laboratories, in Jefferson, Arkansas, is seeking business sources within the Arkansas area, including service-disabled veteran-owned small businesses, and HUBZone small businesses. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort: The government is seeking sources interested in the following project. 1. Replacing the main switchgear to included: Installation of new 15kV, double-ended switchgear (15kV circuit breakers, relays, 120V controls, metering, and associated equipment), installation of 15kV cables in underground duct, 15kV cable terminations and testing. 2. Rework Electrical Distribution System at Substation #3 of the JLC campus. This includes: Installation of new 15kV, double substation equipment including 13.8kV - 2400V transformer, 13.8kV - 480V transformer, medium voltage fused switches, low voltage power circuit breakers, relays, 120V controls, metering, medium voltage cables in existing underground duct, medium voltage cable terminations and testing. The construction duration is estimated to be 180 calendar days. The magnitude of construction is between $1 and $5 million The associated North American Industry Classification System (NAICS) Code is- 238210- Electrical Contractors and Other Wiring Installation Contractors; Small Business Size Standard is $14.0 Million. Potential contractors must indicate business size and proof of any set-aside certification and provide a contact name, the mailing address, phone number and email address of point of contact. Capability statements must provide enough information to determine if the company can meet the requirement and be not longer than 5 pages excluding set-aside certifications. Capability statements must reference similar work as described above that has been performed by the contractor in the last five (5) years and a description of the work.
