Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for software development solutions to support the Enhance the Veteran Experience and Access to HealthCare (EVEAH) Initiative. The TAC intends to award a sole source firm-fixed-price (FFP) contract to Halfaker and Associates, 2900 South Quincy Street, Suite 375, Arlington, VA 22206, a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to authority 38 U.S.C. 8127(c), Veterans First Contracting Program and Federal Acquisition Regulation (FAR) 6.302-5, "Authorized or required by statute." These software development solutions consist of software development, testing, verification, application architecture support, analysis support, installation, implementation, and deployment to meet the business needs of project Access to Care Reached Closer to Home (ARCH), part of the EVEAH initiative. The EVEAH initiative, one of the Secretary of Veteran Affairs' (VA's) sixteen (16) transformational initiatives, focuses on eliminating disparities in access to care wherever they exist within our system. There is currently no information in a Veteran's clinical or administrative records that can be used to identify eligibility for Project ARCH, which is based on Veterans driving time from their home site to a specific type of VA facility (e.g. primary, acute, specialty care). In order to deliver the appropriate type of care, it is imperative to have an automated solution to identify eligible Veterans so the electronic health record can alert/notify VA staff when: 1) these Veterans present at any VA facility in the VISN; and 2) a Fee Referral consult for the specific type of service is made so that these specific Veterans can be referred to the Project ARCH staff. The VA will continue to focus on the gaps for underserved Veteran populations, and on expanding their access so that every Veteran can get the care they need-at a convenient place and at the right time. The EVEAH initiative includes outreach efforts to proactively identify and communicate with Veterans who may be eligible for these services. The North American Industrial Classification (NAICS) for this effort is 541511. The estimated date of award for this action is March 18, 2011. This is a notice of intent and is not a request for competitive proposals.
