Deputy Police Advisor Issuance Date: 01/11/2011 Closing Date: 02/28/2011 SOLICITATION NUMBER: PSC-11-014-INL SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. Any questions may be directed to Amy M. SOLICITATION NUMBER: PSC-11-014-INL ISSUANCE DATE: 01/11/2011 CLOSING DATE/TIME SPECIFIED 02/28/2011 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: Deputy Police Advisor MARKET VALUE: FS 03 / 02 (Equivalent to GS 13 / 14) PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Lima, Peru JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Background: Peru is the second largest cocaine producing country in the world. A major exporter of cocaine and cocaine base to markets in South American, México, United States, and Europe. The U.S. Crime and Narcotics Center estimated in 2008, 41,000 hectares of coca were under cultivation in Peru. In 2009, the government of Peru manually eradicated 10,025 hectares of illicit coca. Eradication linked closely to alternative development programs, has led to dramatic reductions of coca cultivation in the Upper Huallaga Valley where eradication efforts are focused, this is particularly evident in San Martin department. However, challenges remain in other parts of the country where State presence is limited, and where increased coca cultivation and trafficking have been reported, such as in the Apurimac and Ene River Valley (VRAE). Peru is a key U.S. partner in the region and we are committed to working with the Government of Peru to effectively address illicit coca cultivation, narcotics trafficking, and the related transnational criminal challenges that follow. Purpose: The Deputy Police Advisor (DPA) will be responsible for assisting the Senior Police Advisor (NAS) in support of institutional development in the Peruvian National Police ( PNP). The advisor will coordinate with U.S. Embassy law enforcement efforts and work closely with USG partnering agencies, the Peruvian National Police, and international donors. The INL advisor will fall under the supervision of the senior police program advisor. The purpose of this personal services contract position is to serve as an expert policy advisor and coordinator on law enforcement and national police programs for the NAS in support of Peruvian National Police (PNP) institutional development activities in Peru. Duties and Responsibilities: a. Serve as a NAS project advisor to plan, design and implement a program to develop the institutional capacity of the Peruvian National Police to successfully decrease and discourage crime, criminal organizations,especially those involved in drug related criminal activity, and to help decrease and discourage drug production and trafficking in Peru. b. Assist NAS Director, Deputy Director, and Senior Police Advisor in analyzing and evaluating the planning, design and implementation of programs. Keeps the Director, Deputy Director, and Police Advisor informed on a day-to-day basis regarding the performance of the Peruvian National Police, especially units assisted by the NAS program directly. c. Assist the Senior Police Advisor in advising the PNP Director General and other senior officers, providing guidance on institutional program development, planning, and evaluation. d. Work with PNP training officers and appropriate outside consultants to devise and support overall training programs for the PNP based upon a determination of appropriate skill sets needed by the police command. e. Coordinate closely with Host Nation and U.S. law enforcement to improve, develop, and monitor effectiveness of program activities. f. Prepare comprehensive periodic reports and cables of major law enforcement issues in Peru, such as significant arrests and solution of major crimes, or large drug seizures. Also prepares comprehensive analytical reports, such as: progress of specific NAS projects, changes in drug trafficking patterns, significant developments in institutional capacity of the police, policy recommendations, and other specific projects as directed by the senior police advisor. g. Evaluates requests from the PNP for operational, logistical or institutional support and recommends course of action to NAS Director and Deputy Director, or Senior Police Advisor. Prepares draft correspondence for appropriate reply. h. Working in conjunction with NAS Procurement Office and NAS Administrative Officer, define annual commodity procurement requirements and provide estimated consumption forecasts for project-supported National Police activities, including institutional building and tactical operations. i. Represent the NAS in the field and at meetings on law enforcement issues as necessary. Prepare and present briefings to USG, GOP and third country government officials concerning counter-narcotics programs in Peru. j. Working in conjunction with the NAS Accounting Office and NAS Administrative Officer, assist in devising annual budgets for the law enforcement project that will facilitate achievement of project goals and objectives. Minimum Qualifications: a. Citizenship: must be a US Citizen and able to obtain a Department of State DoS security and medical clearance. b. Work Experience: Must have a minimum of ten years of professional-level work experience in the area of law enforcement operations, management, training or international institutional police development; and must have at least three-years of experience in the police department of a large urban area (over 200,000 in population) c. Communication: Superior negotiation and interpersonal skills, especially in culturally sensitive situations; excellent oral and written English and Spanish communication skills. d. Proficient knowledge of Microsoft Office Suite e. Bachelor's Degree from an accredited college or university Preferred Knowledge and Abilities: a. At least two years work experience in Latin America, working with the US government. b. Understanding and working knowledge of local, regional and international history that would affect the program. c. Management Experience: Extensive knowledge of program management with experience designing and implementing capacity building and training programs, especially international rule of law programs. Successful supervisory and leadership experience in a multicultural environment. A demonstrated ability to provide sound decisions in a timely manner - must have well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts. Ability to multi-task and maintain responsibility for several simultaneous projects while keeping the overall program goals in perspective. d. Program management experience: should include development of investigative techniques, case management procedures, police supervision, community policing, and police management and development. e. Leadership Experience: Must have a proven ability to interact effectively with a wide range of US and foreign national personnel at all levels of an organization; must represent the USG effectively. Demonstrated ability to lead, motivate and communicate with multidisciplinary teams and contractors under complex organizational arrangements. f. Familiarity with USG budget cycles, reporting, and ability to overcome project implementation delays. g. Experience hiring, supervising and training personnel and setting up all international office systems. h. Experience in program monitoring, establishing and reaching benchmarks, and measuring impact. i. Ability to guide participatory reform and transition processes in a highly political sensitive environment, particularly with public sector institutions j. Specialized subject matter expertise in the following areas is preferred: patrol operations, gang violence reduction, major violent crime investigations, police budget preparation, community policing, gender based violence, anti-corruption, criminal justice reform, legislative strengthening, police program analysis, crime analysis and trafficking in narcotics. Evaluation Criteria: Factor 1 (Program Experience): Extensive program management experience in designing, implementing capacity building training programs, and international rule of law programs. Program management should include programs relating to development of investigative techniques, community policing and police management and development of national police agencies on the international scene. (20 points) Factor 2 (Diplomatic Experience): Demonstrated diplomatic experience in coordinating with the U.S. Government agencies, international organizations, and/or private sector entities working toward a common goal. Demonstrated superior negotiation and interpersonal skills, especially in culturally sensitive situations. (20 points) Factor 3 (Work Experience): Minimum of ten years of professional-level work experience in the area of law enforcement operations, management and training. (10 points) Factor 4 (Knowledge and Abilities): At least two years work experience in a multicultural environment. Experience working with a Latin American government is preferred. (10 points) Factor 5 (Management Experience): Demonstrated successful supervisory and leadership experience in a multicultural environment. Demonstrated ability to provide sound and timely decisions regarding policies and procedures. (10 points) Factor 6 (Leadership Experience): Demonstrated ability to interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization and within a foreign government. (10 points) Factor 7 (Past Performance): Past Performance evaluation of applicant's ability to perform under contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (10 points) Factor 8 (Experience): Must have at least three years experience in a law enforcement agency serving a large USA urban area. (5 points) Factor 9 (Specialized): Subject Matter Expertise (SME) in the areas of criminal justice regulation and institutions, police agency institutional development,community policing, domestic based violence, police press relations and trafficking in narcotics especially related to Latin America. (5 points) 2. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 3.
