Description
The National Marine Fisheries Service (NMFS), National Marine Mammal Laboratory (NMML) in Seattle, WA has a requirement for a vessel to conduct passive acoustic/biological/biophysical surveys of whales, their prey, and their environment in the Bering, Chukchi, and Beaufort Seas. The objective of the research is to conduct passive acoustic monitoring studies and oceanographic sampling to determine abundance, migratory patterns, acoustic ecology, and foraging ecology of cetaceans and their prey. In addition, biological and population studies of large whales will be continued in the Bering, Chukchi, and Beaufort Seas by deploying radio and satellite transmitters on whales, conducting photo-identification, and biopsy sampling. The survey period of the base period consists of the base charter of 26 days beginning on or about August 8, 2011 with the potential of up to an additional 14 optional charter days occurring immediately after the base charter. The survey period of the option period of the charter consists of the base charter of 26 days begining on or about August 8, 2012, with the potential of up to an additional 14 optional charter days occurring immediately after the base charter. Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and services necessary to perform these services. The contractor will be required to provide a vessel which can accommodate a scientific party of at least fifteen (15). The resulting contract will have a base survey period beginning on or about August 8, 2011 lasting up to 40 days. There is one (1) option period for the resulting contract. Vessel Requirements: Minimum overall vessel length required is 150 feet and a maximum draft of 15 feet. Vessel must be able to maintain a minimum cruising speed of 10 km/hr. A-Frame on the stern of the ship with a load total capacity of at least 3 tons. A crew of at least four to include, but not be limited to the following: (1) captain, (2) engineer-mate, (3) cook-mate, and (4) deck hand/fisherman. Equipped with appropriate modern electronic navigational and communication equipment, including but not limited to: two all-weather radars (36 mile minimum range), VHF radio, synthesized 1-18 mHz SSB radio, GPS or Loran C navigational equipment and a fax machine capable of obtaining weather information. Capability to install three winches on deck prior to the ship's departure from Seattle, WA. At least one crewman currently certified in CPR plus Wilderness First Aid Training. The proposed contract is 100% set aside for small business concerns. The NAICS code for this procurement is 483114 and the size standard is 500 employees. Any vendor desiring to be considered for award must be registered in CCR and ORCA using this NAICS code. Any resulting contract will be awarded as a firm-fixed price contract.
