Description
This is a synopsis announcement and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. No proposals are being requested or accepted with this synopsis. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this synopsis. All interested sources must respond to future solicitation announcements separately from responses to this synopsis. USACE-AES plans to solicit offers for the award of base Multiple Award Task Order Contracts (MATOCs), which will serve to support the Construction and Design-Build of multiple projects/facilities in support of Afghan National Security Forces (ANSF) facilities requirements in southern and western Afghanistan, often incorporating a specialty construction method requiring contractors to construct K-span (rolled metal arch) buildings. USACE-AES intends to award up to seven (7) contracts under this MATOC. Each contract will include a 2-year base period (not-to-exceed (NTE) 24 months) and three, one-year option periods (NTE 12 months each). The total period of performance will not exceed five years. The total capacity of the MATOC will be $499,999,000.00. While the Government contemplates awarding a target of seven MATOCs, it reserves the right to award more, less, or none at all. The North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction. The small business size standard is $33.5 Million. The magnitude of construction for the basic MATOCs are estimated to be between $100,000,000.00 and $250,000,000.00. The magnitude of construction for the individual Task Orders are estimated to be between $5,000,000.00 and $10,000,000.00. Individual design/build or construction efforts will be solicited from MATOC awardees and awarded by task order in accordance with FAR 16.505(b)(1), Fair Opportunity. When issued, the solicitation will include one actual task order which will also be awarded. Task orders will be firm-fixed-price for construction and design-build efforts in support of a full range of projects in various locations throughout the AES Area of Responsibility (AOR). Task Orders issued under this MATOC contract will primarily address new construction, design-build (D-B), design-bid-build (D-B-B), site-adapt-construction (S-A-C) (which is design-build using bridging documents), multi-story construction, barracks, dining facilities, utilities and infrastructure construction, general building renovation, security, perimeters, new road construction, and general environmental work including but not limited to, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical and concrete work, etc. Task orders will primarily include Afghan National Security Force (ANSF) construction and D-B projects, but may also include Commander's Emergency Response Program (CERP) and Military Construction (MILCON) projects involving a variety of trades, in the region. A project similar to the following description will be used to evaluate offers and serve as the first awarded Task Order. This Task Order will be for the design, materials, labor, and equipment to construct buildings, utilities and other infrastructure for the expansion of a Corps and Brigade Garrison, located in the Afghanistan AOR, to include all facilities to be constructed with applicable drawings. The task order may include design and construction of a courthouse, military police (MP) administration and/or training buildings, facilities for a Military Intelligence (MI) Kandak, four Kandak training buildings, and two literacy classrooms, for a design end population of approximately 600 personnel. The buildings included in the sample project will be constructed using CMU and K-Span construction methods. Final design drawings of most facilities, site work, construction, and related designs would be accomplished by the Contractor.
