Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Office of Space & Facilities Management (OSFM), plans to procure on a sole source basis with Evron Inc./DBA Net-AV, 4506 Lower Beckleysville Rd., Hampstead, MD 21074-2641 for to provide service and maintenance of NCI's audiovisual (AV) systems. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 811213 and the business size standard in $10M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. OSFM provides support to NCI in space management, space acquisitions, design, renovation and construction of space. OSFM is responsible for the administration and successful operation of the space and lease holdings of NCI. The OSFM has responsibility for not only maintaining the facility but also providing conference and meeting spaces utilized by employees to conduct meetings and seminars. The conference rooms are equipped with audio visual equipment to facilitate the effective dissemination, display and projection of information. The OSFM has responsibility for approximately 21 conference/meeting rooms that are all equipped with various pieces of audio visual equipment. The contractor shall: •Maintain and repair all audio visual equipment keeping NCI customers apprised of availability of their required equipment •Provide onsite user support to NCI customers •Respond to all email, voice and written requests for information •Provide a mechanism through which audio-visual equipment may be reserved for customer use •Ensure that all conference rooms where audio visual equipment is installed are functioning properly. •Provide delivery (collection) and set up of audio visual equipment as requested/ required by the user/ customer. •Provide guidance to the user/ customer on the appropriate equipment that can be used to meet their needs and the manner in which to use such equipment NET-AV has successfully installed and equipped each of the aforementioned conference rooms with the necessary equipment as specified by the NCI. The various presentation and communication systems that are installed throughout NCI facilities are proprietary to NET AV. The equipment, wiring and the design of the current system are complex and highly sophisticated. The current system was designed specifically to meet the needs of the NCI, the design of the system and the equipment utilized is proprietary to NET-AV. Moreover, the cost of replacing the existing audio visual equipment that is currently installed should an alternate vendor be selected would result in excessive costs that are not in the interest of NCI as we are vacating this facility in early 2013. In order to preserve the considerable investment that the NCI has made in the audio visual equipment OSFM is contracting for NET-AV to provide maintenance services and technical support. The proprietary nature of the audio visual equipment and the complexity of the communication and presentation system makes NET-AV uniquely qualified to provide the required support services. The selection of a vendor other than NET AV to perform the required services could potentially result in damage to the equipment and additional costs. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on February 22, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
