- The General Services Administration (GSA) is issuing solicitation number 2FYA-AR-060004-B Refresh 16 for Multiple Award Schedule 738X for Human Resources & EEO Services, effective February 8, 2011. 2FYA-AR-060004-B Refresh 16 replaces solicitation number 2FYA-AR-060004-B Refresh 15 in its entirety. Resultant contracts will be indefinite delivery, indefinite quantity (IDIQ) contracts under the GSA Multiple Award Schedule program. Current contract holders under Schedule 738X for Human Resources & EEO Services do not need to re-apply. All responsible sources may submit an offer, which shall be considered by this agency. Contracts under this solicitation will have a contract period beginning on the date of award, and lasting for five years unless canceled or terminated. Three five-year option periods are possible under this contractual action. The purpose of this solicitation is to provide a vehicle for all Government agencies to obtain quality Human Resource Services and EEO Services when required from qualified and experienced Contractor(s) under a Multiple Award Federal Supply Schedule in an efficient, streamlined, and cost effective manner in accordance with applicable statutes and regulations. There are four (4) continuously open Special Item Numbers (SINs) covered under Schedule 738X: 595-21 for Human Resource Services, 595-25 for EEO Services, 595-27 for Pre-Employment Background Investigations Services, and 595-28 for Social Services. Offers may be submitted at anytime and there is no closing date. Applicable NAICS codes are 541110, 541611, 541612, 561311, 561410, 561611, 611430, 621410, 621420, 624190, 624230, 624310, 624410, 713940, 812191, 812210, 813110, 813311, 813410, 923110, 923120, and 923130. Solicitation 2FYA-AR-060004-B Refresh 16 contains no open season for SINs 595-22 and 595-26 for private Shared Service Centers. The previous edition of this solicitation, 2FYA-AR -060004-B Refresh 15, will not be accepted after March 8, 2011.
