- HQ0147-10-R-0018 OSF RFP Amendment 03 The Missile Defense Agency (MDA) releases the attached Amendment 03 to the Request for Proposal (RFP) pursuant to the competitive acquisition for the Objective Simulation Framework. The following items are posted: 1. Amendment 03 to Missile Defense Agency Objective Simulation Framework Solicitation #HQ0147-10-R-0018, dated 8 Feb 2011 Release of this Amendment 03 to the OSF RFP is NOT a commitment by the Government to award a contract and the Government is NOT responsible for any costs incurred as a result of this release. Please be advised that all communications concerning this acquisition (including, but not limited to, management/technical issues, pricing issues, administration issues, and proposal issues) must be coordinated through the Procuring Contracting Officer (PCO), Edward Langwinski at edward.langwinski@mda.mil.
