Description
This is a notice of intent to award a sole-source a firm-fixed price service contract and is not a request for competitive proposals. Afghanistan Engineer District-North, Kabul, Afghanistan intends to solicit a proposal and enter into a contract with U.S. Training Center, Inc., P.O. Box 1029, Moyock, NC 27958, for facility support services. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1) per FAR 6.302-1. The Afghanistan Engineer District-North (AED-N) intends to negotiate, by means other than full and open competition, a new firm-fixed price contract providing contract lodging, office spaces, and life support for elements of AED-N, specifically the Kabul Area Office (KAO), the Operations and Maintenance Construction Branch (O&M), and General Dynamics Information Technologies (GDIT) at Camp Integrity, Afghanistan. AED-N requires lodging and workspaces for up to 51 personnel (approximately 26,564 sq/ft) based on an increased workload required by Combined Support Theater Command-Afghanistan (CSTC-A). Additionally, AED-N requires an operations center from which it can run consolidated operations. The facility must provide workspaces for up to 77 personnel. The office space must support Non-classified Internet Protocol Router (NIPR) network and in designated spaces the Secret Internet Protocol Router (SIPR) network. The operations center must be in close proximity of KAO and O&M projects sites. Force Protection (FP) affected by the base camp must be in accordance with United States Forces-Afghanistan (USFOR-A) FP standards which include Quick Reaction Force (QRF), Access/Express control, fixed armed guards, and 24/7 roving patrols. The contractor shall provide administrative and logistical support requirements which include the following: Parking and storage area for vehicles and weapons, Morale Welfare and Recreation (MWR) facilities to include common rooms with televisions and a physical fitness center, and messing facilities compliant with Technical Bulletin Medical (TB MED) 520 standards. Facilities availability required NLT 30 days upon award of contract. This requirement is not set aside for small business. The NAICS code for this action is 561210. The period of performance will be one year from date of award through plus two Option Years. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within fifteen days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available.
