THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Environmental Protection Agency (EPA) is performing a market search for small and large businesses for a future procurement. The EPA, Office of Research and Development (ORD), National Center for Environmental Assessment (NCEA) requires technical, analytical and logistical services for EPA's Report on the Environment (ROE) program. Services also include collection and analysis of data, preparation of technical documents, and technological, outreach and meeting services. Specific task areas: (1) Development, analysis, and evaluation of environmental indicators that support underlying ROE questions. This task area involves (a) tracking indicators and migration of current data to existing databases; (b) providing indicator updates; (c) indicator revisions, additions and deletions; (d) updating indicator metadata; and (e) linking EPA's strategic planning to the ROE system (2) Development of technologies for communication of environmental information (3) Provision of peer review and Science Advisory Board (SAB) consultation services (4) Provision of communications and outreach services which includes meeting and event support services, technical writing and editing, and word processing and graphic design Capability packages shall address the following: (1) capabilities in collecting and analyzing data related to indicators that support the underlying ROE questions; (2) capabilities in preparing technical documents; (3) capabilities in providing outreach and meeting services; (4) capabilities in conducting and reviewing statistical analysis of indicators; (5) capabilities in developing technologies to communicate environmental information to a variety of audiences; and (6) capabilities in technical writing and editing including mechanical and substantive editing. The successful contractor of any resultant contract shall provide all labor, materials and equipment as delineated by the Statement of Work (SOW). A draft SOW can be obtained from the OAM website http://www.epa.gov/oam/cinn_cmd/. Any interested firm should submit a capability statement with information which clearly demonstrates its capabilities for providing the services described above, including facilities, personnel, experience and qualifications. Submittal of only standard company brochures will not be considered as a sufficient response to this Sources Sought Synopsis. It is anticipated that any awarded contract will be cost plus fixed fee (CPFF), level of effort (LOE) with a one year base period and four (4) one-year option periods, each with and LOE of approximately 3,200 base direct labor hours and 2,800 option quantity hours. The applicable NAICS code is 541620 (Environmental Consulting Services) with a size standard of $7M. In the capabilities statement, the contractor should provide its size status for the above referenced NAICS code and indicate whether or not it is a certified hub zone, 8(a), women-owned, small-disadvantaged and/or disabled veteran-owned concern. Small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel as stipulated in FAR 52.219-14. The EPA reserves the right to set this action aside for small businesses. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis.
