- Amendment 2: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46. The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D11PS18819 as a Request for Quote (RFQ) on behalf of the US Department of Agriculture, Risk Management Agency (RMA). The resultant contract will procure services to provide USDA, RMA with an evaluation and recommended improvements of the current Nursery Crop Insurance Program and recommendations for alternative designs for providing insurance for nursery crops. The resultant award will be a Firm-Fixed-Price Purchase Order. The Service Contract Act applies to this acquisition. This is a 100% Small Business Set Aside.NAICS Code 524298 entitled, "All Other Insurance Related Activities," with a $7 million size standard threshold applies to this acquisition. Product Service Code R409 entitled, "Prof. Services/Program Review-Development." Offerors must submit all technical questions concerning this solicitation in writing by e-mail to the Contracting Officer, James.Tessitore@aqd.nbc.gov and Contract Specialist, Joshua.Watkins@aqd.nbc.gov. All questions must be received no later than 12:00 PM Eastern Time (ET) on January 19, 2011. Acquisition Services Directorate will answer questions, which may affect offers, in an amendment to the solicitation. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective offerors.
