- The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Genedata, Inc., located at 750 Marrett Road, One Cranberry Hill, Suite 403, Lexington, MA 02421, for the renewal of a software license for Genedata Screener and Genedata Screener Hit Profiler software for the period of one year. The National Center for Computational Toxicology (NCCT) requires a database and tools that must have the following capabilities: (1) Flexibility in building templates for calculation of raw plate-based data; (2) Visualization of plate-based data for QC analysis; (3) Robust concentration-response curve fitting routing; (4) Ability to link chemicals in sample plates to assay results; and, (5) Operational database supporting mass storage of data and analysis results. A large amount of data for ToxCast will be generated at the National Institutes of Health, Chemical Genomics Center (NCGC). Their unique approach to HTS, termed quantitative HTS (qHTS), tests all chemicals in concentration-response format. This presents unique challenges in data QC and management. Curve fitting routines must be extremely robust to routinely and efficiently handle thousands of test results. This is an absolutely critical step in the analysis of qHTS data. In addition, other products have laborious procedures required to build specific templates for calculating raw data for HTS assays. ToxCast will be acquiring data from a number of different sources and for a large number (hundreds) of different assays. The Genedata Screener software features the ability to easily build templates for data calculation. The software demonstrates sophisticated visualization of plate-based data, an interface to link sample information with assay results, and an operational database sufficient to meet the long term requirements of the ToxCast Program. The EPA has identified Genedata, Inc. the only vendor capable of satisfying these requirements. The circumstance permitting "other than full and open competition" is FAR 6.302-1, Only One Responsible Source". The intent of this notice is to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing merely to submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for determining whether to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability, no later than 10 days after the date of this publication.
