- Western Area Power Administration intents to negotiate a sole sourcecontractunder the authority of FAR 6.302-1, 41 USC 253(c)(1), and under commercialservices IAW the Federal Acquisition Regulation (FAR) Subpart 12 and 13.Western Area Power Administration plans to upgrade its existing Supervisory Control and Data Acquisition Energy Management Systems (SCADA/EMS) basesoftware to the newer General Electric Energy Management Systems (GEEMS)12.xrelease. In order to perform this upgrade at the RMR Loveland & Phoenixfacilities, a purchase of licenses for a third party software productsbundledwith the GE XA/21 SCADA system is required. The North American IndustryClassification System (NAICS) for this is 511210 and the business sizestandardis $25 million. The contract is to supply the following: Third partysoftwarefor the QAS and Provide GE XA/21 QAS License. This notice is not arequestfor quote/proposals.
