Description
This is a combined synopsis/solicitation for commercial items prepared in The United States Coast Guard Surface Forces Logistics Center has a requirement for the following items. 1. Warehousing, Maintenance and Distribution of four U.S. Coast Guard Ulstein model 1350-H Zdrives applicable to the 175' WLM platform. The United States Coast Guard has four (04) Z-Drives in Surface's Logistics Center rotatable pool to support WLM planned maintenance and catastrophic failures. After the OEM overhaul each asset requires specific weekly maintenance that must be performed to ensure warranty conditions are not violated. Offeror shall be an authorized distributor/service facility of the (OEM) Original Equipment Manufacturer. No equal or alternate service providers shall be accepted. It is the Government belief's that Rolls Royce Canadat, LTD and/or their authorized distributors or service facilities can furnish the required maintenance and ensure the proper weekly maintenance and storage function. Concerns having expertise and required capabilities to furnish the above item are invited to submit complete information discussing the same in duplicate within 05 days of this announcement. Potential sources desiring to furnish other than Rolls Royce Canada, LTD services are required to submit the following information: 1) Complete and current engineering data to demonstrate the acceptability of the offered servicess (i.e. salient physical, functional and serviceability characteristics) or 02) Data that the offered services have been satisfactorily manufactured for the government or the original equipment manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirement. Concerns that respond to this notice shall fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. In accordance with Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotation are being requested and written solicitation will not be issued. The due date for submission on quotations shall be no later than February 15, 2011 by 12:00 PM, eastern time. Anticipated award date of February 16, 2011 FOB Destination, delivery to the address as indicated above.and a marketing partner identification number (MPIN). The NAICS code for this solicitation is 493190 and the small business size standard is 750 employees. NOTICE FOR FILING AGENCY PROTESTS-United States Coast Guard Ombudsman Program. It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and timely consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protestor essentially the same relief as the General Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns with the USCG as an Alternate Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of a informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman; solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Forman Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protestors must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protestor's concerns are unresolved, an independent review is available by the Ombudsman. The protestor may file a formal agency protest to either the contracting officer or as an alternate to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless the contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103. If the protestor fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To timely, protests must be filed within the period specified in FAR 33.103(e).
