DESCRIPTION: The Department of Veterans Affairs Nebraska Western Iowa Health Care System (NWIHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with Aspire Consulting, PO Box 22138, Saint Paul, MN 55122 under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-22. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. The VHA Network 23 Leadership continues to target career development and leadership training as an ongoing priority area for succession planning. In 2002 the Network Education Product Line introduced a Network Leadership Development program (LEAD). The LEAD program is targeted toward competitively selected "high potential" mid-level managers to participate in an 18-month leadership development program which includes individual and team learning, moves to learning with mentor guidance and support, and finishes with individual accountability through participation in an assigned project. The desired outcome of this initiative is that mid level managers will acquire new or enhanced leadership skills, knowledge and / or behaviors to apply to their current or future roles. This leadership development initiative increases the leadership "bench strength" of the network. The current vendor is the only one to have responded to a previous request for proposal, meeting initial project specifications in 2002. As a result, they have gained a depth of experience with the culture of Network 23 as well as a good understanding of the current leadership skills and gaps. This experience is critical in assisting with the development of future programs that support the need for enhancement of staff leadership skills. This is a continuation of an existing project. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NAICS Code 611430, with a size standard of $7.0 million applies to this procurement. All proposals received by 4:00 P.M. Central Time, Friday, February 11, 2011, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
