- The purpose of this modification is to change the estimated solicitation date to on or before 02/18/2011. The U.S. Fish and Wildlife Service, intends to issue a solicitation for Janitorial Services at Chassahowitzka NWR Headquarters and Shop Locations: Chassahowitzka National Wildlife Refuge, 1502 SE Kings Bay Drive, Crystal River, FL 34429. Project Description: The general scope of work includes, but is not limited to, providing Scheduled and Unscheduled Janitorial Services to include basic cleaning services and basic bathroom cleaning services. Schedule: Estimated start date of 04/01/2011. At this time, no Pre-Solicitation Confernece or Site Visit is planned. If the government does elect to hold a Pre-Solicitation Conference or Site Visit, pre-solicitation announcement will be modified accordingly. Type of Procurement: This solicitation will be issued as a Request for Quote (RFQ) which will result in the award of a single firm fixed price (FFP) Requirement Service Contract. Work is classified as NAICS Code 561720 with a size standard of $16.5M. The intent is a small business set-aside. Quotes received in response to this solicitation will be evaluated in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures and FAR Part 15, Contracting by Negotiation. The solicitation will include a detailed list of evaluation factors and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment. Solicitation Issue Date: The solicitation will be available on or about 02/18/2011 and Quotes will be due on or about 03/11/2011. The solicitation, including any amendments, shall establish the official opening and closing dates and times (A copy of the solicitation, specifications, attachments, questions/answers, and amendments will be available for download at http://ideasec.nbc.gov). CCR Requirement - Prior to bidding, vendors must be actively registered in the Central Contractor Registration (CCR) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a bid, a bidder acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause 252.204-7004. PROSPECTIVE CONTRACTORS MUST BE REGISTERED WITH CCR PRIOR TO AWARD OF ANY CONTRACT. ORCA Requirements - There is a new Federal initiative called Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and previously found in Section 00600 of construction solicitations. According to FAR case 2002-024, vendors are required to use ORCA beginning 01 January 2005. To be eligible for contract award and prior to bidding, a firm must be registered in the database.
