Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey. The Naval Surface Warfare Center, Crane Division is seeking information on existing Commercial-Off-The-Shelf (COTS), Non-Developmental Item (NDI), or In-Development Small Arms Weapon Simulators (SAWS). The Naval Surface Warfare Center, Crane Division is interested in information on SAWS with capabilities such as: Replicating weapons (including weight and size) for small arms weapons (9mm -.50 cal) in U.S. Navy inventory. Considered de-milled or non-functioning weapons to facilitate no additional Armory space or physical security requirements. Replicate all operations and live fire characteristics of each weapon; Recoil (must felt by operator but not at live fire levels), Sound (less than 84 db), Automatic fire (if weapon being replicated has automatic fire), Reloading, Malfunctions. Un-tethered and employed in the same fashion as original weapon, (i.e. shoulder fired, from a holster, prone, from a mount, etc.). Capable of simulating various targets (people, boats, vehicles, etc.) including all targets identified in OPNAVINST 3591.1F to allow for scenario based training, force-on-force and small arms qualification practice. Capable of varying scenarios to include adding newly developed CGI/Video scenarios as the threat evolves and local scenarios specific to a command. Capable of varying weapons effectiveness to simulate targets wearing body armor or requiring multiple shots to eliminate. Capable of video branching along different paths in response to users verbal commands and actions. Capable of allowing several personnel with various weapon systems to shoot simultaneously at one or more targets. Capable of recording location of hits and tracking hits from each weapon being fired. Shoot-back capability to train user to make available use of cover and to act decisively when necessary. Playback or video debriefing capability. Shooter diagnostic capabilities to allow instructors to better determine problems students are having with their weapons handling and accuracy. Portable, system must be compact (laptop), transportable device that can easily be moved to various training locations. Must be of a size so that multiple units can be installed in a normal size classroom, mess deck or hangar deck. Weapons must be capable of working away from base station and used around barricades, in buildings, aboard ships and against people. Weapon simulator must be able to operate in all physical and environmental conditions as the original weapon including, weather, dust and sand, water, CBRN, smoke, etc. SAWS must have the capability to allow students to utilize Non- lethal Weapons such as OC spray, batons, tasers, etc. Capable of simulating various moving platforms. This system will comply with DOD, national and international spectrum management policies. Interested parties are strongly encouraged to submit an initial synopsis (commonly referred to as "white paper"). This white paper should not exceed 10 pages (exclusive of supporting information such as commercial literature, catalogues, manuals, etc.), with an executive summary (short paragraph) on the effort. Interested sources should submit the white paper electronically or in hard copy to POC s listed below. White paper responses should provide the Government the following information; technical/contractual points of contact, address, telephone and fax numbers, email address, duns number, cage code and or tax ID number, as well as size category (large, small, small disadvantaged, etc.) a brief summary of the company's capabilities, description of facilities, personnel, and related manufacturing experience. Also provide any supporting information such as commercial literature, catalogues, manuals, etc. The response should also include all relevant business information including ROM costs and technical description and details of currently available systems, approximate number of systems produced to date, approximate cost, and a description of the training for system operation and maintenance that is available. This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U. S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Nothing in this announcement constitutes an obligation on the part of the U.S. Government. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Your interest is this program is appreciated.
