- This synopsis is to identify the intent of URS to enter into a sole source agreement with Avaya for the maintaining, repair and/or replacement of Avaya equipment maintained at Pine Bluff Chemical Demilitarization Facility (PBCDF). It is the contention of URS that the proprietary nature of the equipment maintained at PBCDF would make Avaya the only responsible and responsive provider for the repair and replacement of Avaya equipment.
