THIS IS A SOURCES SOUGHT NOTICE. This Sources Sought notice is for information and planning purposes only as defined by FAR 15.201. The purpose of this posting is to ascertain the breadth of interest and capability of the marketplace to fulfill the REQUIREMENT outlined below. This Sources Sought does not constitute a Request for Quote (RFQ), Request for Proposals (RFP), or an Invitation for Bids (IFB); nor does it constitute a promise that any of the aforementioned will be issued in the future. This posting does not commit the Government to contract for any supplies or services. Responders are advised that the Government will not pay for any information or administrative costs incurred as a result of responding to this Sources Sought notice. The Nevada Army National Guard (NVARNG), Army Aviation Support Facility (AASF) in Reno, Nevada seeks the following: REQUIREMENT: a. Train 2 full-time personnel assigned to the Quality Assurance (QA) Shop in all aspects of Quality Control, ULLS-AE database functions, file management, historical record-keeping, and weight and balance recording. b. Train 12 full-time WG-12 maintainers on ULLS-AE database functions and historical record-keeping. c. Provide guidance and assist in developing and writing a Standard Operating Procedures (SOP) for the QA shop. d. Review documented maintenance records and provide guidance and assistance in correcting any errors. e. Help to establish files and records of Air Worthiness releases for CH-47D, UH-60L, and OH-58A/C by creating/developing a filing system. f. Help to establish files and records for SOF, ASAM, and AMAM for CH-47D, UH-60L, OH-58A/C, and General Maintenance by accessing JTDI history, creating folders and directing locations to save files. g. Assist in reviewing 6 month files and pointing out errors to assist in correcting said errors. h. Assist in establishing and maintaining the AOAP program by reviewing training sites, instructing on the utilization of the AOAP records, and maintaining files. i. Train and assist personnel in the monitoring of TBO components. j. Train and assist personnel in the utilization and review of historical records. k. Train and assist personnel on weight and balance computations, maintenance of records, and updates to weight and balance files. l. Assist in establishing files IAW the ARIMS system by training in the use of the system and aiding in developing labels and files for storage. m. Assist in establishing a shop technical library and Publications Familiarization Record by reviewing current publications, posting changes, creating spreadsheets, and performing additional tasks as needed. n. Review aircraft database and assist with updates, changes, or correcting errors in local database o. Train 2 full-time supply personnel in the utilization of ULLSA-E (Supply) p. Train 2 full-time personnel in the database administrator role of ULLSA-E 2. The AASF maintenance section anticipates no more than two full months of onsite work would be required to accomplish the training for 16 personnel in different aspects of quality control, supply and database administrator tasks. Additionally included in the time on station would be the critical tasks of re-establishing the quality assurance shop IAW the FORSCOM ARMS standard.
