Description

The Department of Veterans Affairs, Iowa City VA Medical Center, Iowa City, IA intends to negotiate a sole source procurement under the authority of FAR 6.302.1, with Research Foundation of SUNY, 750 East Adams St, Syracuse, NY 13210, to purchase services to develop software capable of performing specific imaging of the retina in support of research project "Center for the Prevention and Treatment of Visual Loss". Interested parties may identify their experience in providing technical research and scientific services to the Contracting Officer via e-mail at anne.johnson@va.gov or fax 319-887-4957. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-263-11-RQ-0185 and issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-49, effective Jan 24, 2011. The associated NAICS code is 541712 and small business size standard is 500 Emp. The acquisition is not set-aside and is being negotiated as asole source procurement. The requirement for services in support of this research project includes the following: ITEM 1.Develop and modify software for use with retina imaging CCD cameras, to meet the specific needs for the research grant, "Center for the Prevention of Visual Loss". The software must consider and measure sensitivity, dynamic range, temporal and spatial resolution needed to carry out functional retinal imaging.
