Description

This is NOT a solicitation announcement. This is a request for information only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled Veteran-Owned, Veteran-Owned Small Business, Hubzone 8(a), 8(a), Hubzone, small, small disadvantage and large business) relative to NAICS code 562211 (size standard of $12.5M). Responses to this request for information synopsis will be used by the government to make appropriate Acquisition decisions. Responses to this sources sought shall NEITHER constitute responses to solicitation which is not currently available NOR a request to be added to a prospective bidders list to receive a copy of the solicitation. The decision to solicit for a contract shall be solely the Government's discretion. The Michael E. DeBakey VA Medical Center (MEDVAMC) is seeking information on a potential contractor to staff, manage, supply install, maintain and repair one(1) or two(2) enclosed self-contained, state-of-the-art, automated water and steam or steam disinfection medical waste treatment/disposal processing system with internal or external shredding technology to be placed on-site at the main campus of MEDVAMC. The system or systems must be an approved patented technology capable of treating/processing approximately 2,000 to 4,000 pounds of untreated special/infectious medical waste within a 6-hour period on an on-going basis, in accordance with VAMC contract specifications, and Federal, State, and Local solid waste regulations. Contractor will also be required to provide medical waste processing and disposing services to our 6 community-based outpatient clinics (CBOC) with 3 prospective CBOCs to be open in the near future. These CBOCs are located in the following cities of Texas: Galveston Island, Texas City, Lufkin, Beaumont, Conroe, Richmond Rosenberg, Lake Jackson, Katy, and Tomball. All medical waste services shall be in compliance with MEDVAMC contract specifications, and Federal, State, and Local solid waste regulations. Sources interested in this notice shall submit the following information: 1.Company name, address, point of contact, cage code, size of business pursuant to North American industrial classification system (NAICS) 562211. 2.Evidences of applicable business permits, licenses required by the Federal, State, and Local solid waste regulations to provide the aforementioned services in all geographic areas described above. 3.Evidences of capability to provide the required on-site systems and medical waste processing services to all aforementioned geographic areas. These evidences shall include but not limited to the list of existing customers having contracts for receiving the said services from contractor, customers who are currently using or have used the on-site equipment systems with the aforementioned described features. 4.and responses to the following questions: (1)Is your firm registered in Central Contractor Registration: www.ccr.gov. (2)Is your business large or small business under NAICS 562211? (3)If small, is your firm qualifed as a small, emergent business, or a small, disadvantaged business? (4)If disadvantaged, specify under which disadvantaged group and is your firm certified under section 8(a) of the small business act? (5)Is your firm a certified "hub zone" firm? (6)Is your firm a woman-owned or operated business? (7)Is your firm a certified service-disabled veteran owned and veteran-owned small business? If yes, is your firm registered at http://www.vip.vetbiz.gov/general_user/search/default.asp and verified by the VA's Center for Veterans Enterprise (CVE)? This is not a request for proposals or request for quotes and in no way obligates the government to award any contract. Responses to this notice shall be in writing by e-mail addressed to Namphuong.nguyen@va.gov. All responses must be received in writing no later than 4:30 PM. Local time on February 18, 2011. Telephone responses will not be accepted. Firms responding to this announcement, which fail to provide all of the required information, cannot be used to help the government make the acquisition decisions, which is the intent of this synopsis. This notice is to help the VA medical center in determining potential sources only. No solicitation is currently available. All firms responding to this request for information notice are advised that their response to this notice is not a request to be considered for a contract award or prospective bidders list to receive a copy of the solicitation.
