- HCR 229A5 Cotents-retain, do not submit wih proposal: General Information pertinent to the Transportation Highway Contract Route. This is a solicitation for regularly recurring highway contract route transportation service between service points as indicated in the attachment 'Solicitation Details'. Please review that document for details about the service to be provided along with the information contained in the 'Essential HCR Information' package which includes the current Terms and Conditions and Fuel Management Program that will be applicable to this service contract. It also contains the applicable Federal Wage Determination which states the federally mandated wages and benefits that must be paid to employees on this contract which you will need to determine your contract costs. This Highway Contract Route (HCR) Solicitation is for the following type of HCR service: Transportation All forms must be downloaded and printed from the attachments to this solicitation. Your completed proposal submission package must be received at the Eastern Transportation - CMT office by the Response Deadline date listed below by 12:00 p.m. Eastern Time.
