Description
The U.S. Department of Labor is searching for a training contractor who has the qualifications and experience to operate one Heavy Equipment Operation (HEO) program and one Heavy Equipment Mechanics (HEM) program. The HEO and HEM programs will be located at the new Wind River Job Corps Center located in Riverton, Wyoming. The potential training provider would be expected to deliver the following contracted services: 1.Operate the HEO and HEM training programs at the Wind River center, in accordance with policy and requirements stipulated by the Office of Job Corps, U.S. Department of Labor. The training program will cover the following key technical training areas: Heavy Equipment Operation (HEO) Safety General Principles Green Awareness Forklift Crane Oiler Global Positioning System (GPS) Specialty training options in backhoe/grader/ road roller/bulldozer/loader/ scarper (choose a minimum of one specialty area) Heavy Equipment Mechanic (HEM) Safety Precision Measuring Tools Bearings and Seals Fuel Systems Air Intake System Exhaust System Cooling System Electrical System Diesel Engine Blades, Buckets, etc. Cable Drive Line and Universal Joints Welding, Cutting, Brazing, and Soldering Hydraulics Air Brake System Steering Brakes Transmission Tongue Convertor Steering Clutches Differentials Final Drivers Under Carriage 2.Conduct daily career-technical training at the Wind River center using Training Achievement Records (TARs) and supporting curricular materials developed by the chosen training provider, and approved by the Office of Job Corps. 3.Place graduates into registered apprenticeship programs or entry-level jobs with career advancement potential with major employers in the construction industry. 4.Provide active and graduating students with career transition services that lead to quality job placements. The career transition services include, but are not limited to, assisting students in the areas of job interviewing, housing, childcare, and transportation to work sites. Entities interested in this contract must have the following minimum qualifications: 1.Know, support, and implement the policies, requirements, and operating procedures of the Job Corps program. 2.Have affiliation or strong connections with a national union or industry organization with a national network of major employers and businesses in the heavy construction operation and repair occupations. Such a national network will promote Work-Based Learning and job-placement opportunities for active and graduating students. 3.Have the ability to develop and update TARs and supporting materials in the aforementioned technical areas. The TARs and supporting materials must be aligned to the latest apprenticeship training or industry skills standards in the various technical areas. The alignment must be verified in writing by accreditation agencies or by major employers. The TARs and supporting materials must also incorporate the latest and relevant green technology knowledge and practices endorsed by national environmental standards organizations or by employers in the construction industry. 4.Have the ability to hire and retain experienced instructors who have the following credentials: a.Journeyman-level tradesperson with supervisory skills and a minimum of six (6) years of related journey experience in the training field, or b.A state-issued teaching credential in the training field, as applicable. 5.Have the ability to provide additional career-transition services to graduates and graduating students and coordinate with the placement efforts of Job Corps career-transition personnel. The career-transition services may include assistance such as job interviews, temporary housing, childcare, vehicle purchase, and transportation to work sites. Responses will be evaluated using the following criteria: 1.The interested entity’s past history of providing career-technical training programs to economically disadvantaged youths; 2.Level of familiarity with the Job Corps program; 3.Affiliation with registered apprenticeship programs or employers in the heavy construction equipment operation and services industries at the national, regional, and local levels; 4.The ability to deliver existing training curricula, develop new or upgrade training curricula that align with the latest apprenticeship training or industry-skills standards, including incorporation of green technologies; and 5.Quality of instructional staff. No cost proposal is required for this synopsis. The website provides all downloading instructions to obtain a copy of the solicitation. Responses to this RFI will be due no later than 2:00 p.m. EST, February 22, 2011. Please Note: All prospective offerors interested in obtaining a contract award with the Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, for the vendor-sponsored demonstration or the Government's use of such information. Sources responding to this Sources Sought Notice should submit the minimum information necessary for the government to make a determination that the source is capable of satisfying the requirements. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. All interested parties are invited to submit a capabilities statement to Ms. Vera Montague, Contracting Specialist, Division of Job Corps Procurement, 200 Constitution Avenue, NW, Room N4308, Washington DC 20210. Responses are due February 22, 2011, by 2 p.m. EST. Electronic copies of capability statements are preferred and may be e-mailed to montague.vera@dol.gov. The response must be specific to each of the factors listed above to demonstrate that the respondent is capable. The submissions shall not exceed 10 pages. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
