- PRESOLICITATION NOTICE. The VA Montana Healthcare System, Fort Harrison, Montana is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience in architectural, mechanical, structural and electrical systems. The selected firm shall provide all technical services necessary to include architectural, mechanical, structural, and electrical for design and development of project drawings and specifications. The project scope is to provide project documents to install an additional emergency engine generator unit to handle the main hospital and outpatient buildings off the high voltage distribution system. A/E firm will edit DVA specs accordingly for project requirements. Site location is 3687 Veterans Dr., Fort Harrison, Montana. The estimated construction range is between $500,000 and $1,000,000. Selection criteria is as follows in descending order of importance; (1) Qualifications of A/E team; in-house and consultants. (2) Previous experience of A/E and consultants in the design of similar projects and VA Facility work. (3) Geographical location of firm within a 250 mile radius of VA Medical Center, Ft. Harrison, MT. (4) Proposed management plan of design team. (5) Proposed design approach for proposed project. (6) Estimating effectiveness. (7) Project control for schedule and cost. (8) Misc experience (Energy, Value Engineering, etc). All interested firms are required to submit three (3) copies of recently completed Standard Form (SF) 330, Architect-Engineer Qualifications binders to the Contracting Officer (CO) shown below no later than 3:00 p.m. (MST), Friday, March 10, 2011. Only SF 330's received at the address shown below will be considered for award. Solicitation VA-259-11-RP-0105 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541310 is applicable to this acquisition and the small business size standard is $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
