- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) document subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48. U.S. Army Space and Missile Defense Command intends to issue a contract to DigitalGlobe, Inc., Longmont, CO, through Solicitation No. W91260-11-T-0005 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitions. DigitalGlobe, Inc. will be providing a three (3) day hands-on Worldview DigitalGlobe Virtual Terminal (DGVT) system training and a one (1) day DigitalGlobe Operational Support and RDOG Training during the period 14 February 2011 through 18 February 2011, for up to twelve (12) SMDC/ARSTRAT personnel at contractor facility in Longmont, CO. The proposed contract action is for 3-day Worldview DGVT system training and 1-day DigitalGlobe Operational Support and RDOG Training, for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. DigitalGlobe, Inc., in partnership with McDonald Detweiler, co-developed this one-of-a-kind, specialized system hardware/software suite and is sole source provider of Worldview DGVT system hardware, software and support. A justification for Other than Full and Open Competition has been prepared and approved in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
