Description
NED Industry Day Flyer Company Capability Statement Synopsis: Request for Information (RFI) to support the Federal Emergency Management Agency's (FEMA) National Exercise Division (NED) to increase efficiencies in procuring and utilizing exercise support services. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE POINT OF CONTACT LISTED BELOW. Objective: The objective of this RFI is to acquire industry feedback on establishing a new contracting paradigm and business model to meet the Nation's Homeland Security exercise needs. The proposed contracting paradigm would transition away from procuring contract services based on specific programs (i.e. National Level Exercises, Senior Officials Exercises, etc) and towards one that procures exercise support services based on functional requirements common to all exercise activities (i.e. doctrine, exercise design and control, evaluation, logistics, etc). The proposed business model would also expand to allow NED stakeholders to access FEMA NED contract services to support their respective exercises and programs. The desired outcomes of this proposed contracting paradigm and business model are to: •· Provide the exercise community (Federal, State, local, Territorial, Tribal governments and non-governmental organizations) with access to a common set of exercise support services. •· Improve standardization and leverage best practices and lessons learned across exercise activities by using long-term procurements/agreements for functional based services. •· Increase flexibility and competition through the use of procurements/agreements that enable multiple sources to supply similar exercise support services. •· Gain efficiencies by using direct procurements/agreements for specific exercise support services. The responses to this RFI will be used for informational purposes only. This is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. FEMA NED is not seeking or accepting unsolicited proposals. NED will not pay for any information received or costs incurred in preparing the response to the capabilities statement. Therefore, any cost associated with the capabilities statement submission is solely at the interested vendor's expense. At this time, the types and methods of acquisition have not been determined. NED will make a determination as to the types and methods of acquisition at a later date. Capabilities Coverage •· The purpose of this RFI is to solicit to all interested parties in an effort to acquire a diverse set of industry insights and best practices regarding the proposed contracting paradigm and business model. •· NED's desired deliverables include establishing effective and efficient exercise service lines to support the Nation's exercise needs. The principle North American Industry Classification System (NAICS) code for this effort is: 541611 - Administrative Management and General Management Consulting Services. Note: Acquisitions may not be limited to this NAICS Code. In order to ensure comprehensive results from this effort, NED requires the following information from interested vendors: 1. Proof of organization type: a. Name of organization, street and email address b. Preferred point of contact, title, phone number and email address c. Primary NAICS Code(s) and Size of Company (as defined by SBA size standards), if applicable d. Current Government Schedules (if any) e. Start and Completion dates of 8(a) Program participation, if applicable f. Provide all current Federal certifications/designations (if any) g. Participation in Federal contracting or other mentoring programs (if any) 2. Capability Statement - Provide a description of all relevant past performance within the past five years (January 2005 to present) in similar projects or demonstrated capability for the functional areas described below. Vendors may submit a capability statement for multiple functional areas. However each capability statement must be submitted separately as a standalone submission (i.e., one capability statement per functional area). Please use the attached template when submitting your capability statement(s). Please note that each capability statement submission must be no more than two typewritten pages; use of the attached form is highly recommended. Functional Areas: •· Communications: V endors providing this functional capability would be responsible for providing support to NED's overall communications requirements. This functional area vendor would work closely with other functional area vendors to solicit exercise specific content and would be responsible for coordinating all external communications to ensure consistency, timeliness, and accuracy of information. This functional area vendor is envisioned as having an on-site presence in order to fully meet these requirements. Potential activities may include: •o Developing and implementing a NED communication strategy to include designing and managing web content. •o Developing and distributing newsletters and bulletins. •o Development of exercise-specific plans related to external affairs, senior leadership materials, community relations, congressional affairs. •o Reviewing formal communications (e.g. to vendors, regions, and interagency) for consistency of message and voice. •o Maintaining stakeholder lists and identifying appropriate individuals and groups to receive communications from NED (e.g. newsletters, invitations, NLE messaging, etc.). •o Development, analysis and reporting of metrics for program accountability. •· Information Technology: V endors providing this functional capability would be responsible for providing comprehensive support for NED's IT requirements to include the National Exercise Simulation Center (NESC). This is a cross-cutting functional area that supports all other functional area vendor IT requirements. Potential activities may include: •o Development and implementation of a NED technology roadmap. •o National Exercise Simulation Center (NESC) concept of operations and design support. •o Providing technical support and training for IT tools including but not limited to the National Exercise Scheduling System (NEXS), Master Scenario Events List Tools, and the Corrective Action Program System. •o Development of Software Engineering Life Cycle (SELC) documentation to support NED requirements (i.e., Mission Needs Statements, business process documentation, Operational Requirements Documents, CONOPs, etc. •o Ensure IT initiatives support NED policy and business processes. •o Development, analysis and reporting of metrics for program accountability. •o Development, analysis and reporting of metrics for program accountability. •· Exercise Doctrine: Vendors providing this functional capability would be responsible for supporting the refinement of exercise guidance as well as assist in monitoring of all exercise service lines for exercise best practices, updat ing doctrine and guidance based on best practices, and providing doctrine resources to the exercise community. This is a cross-cutting functional area in that it would support all product lines exercise doctrine requirements. Potential activities may include: •o Revise and maintain NEP and HSEEP policy and guidance. •o Monitor exercise doctrine compliance of all exercise service lines. •o Update doctrine and guidance based on lessons learned from within exercise service lines and other interagency exercise programs. •o Provide NEP and HSEEP tools, guides, and resources to stakeholder community. •o Develop, distribute and ensure usage of consistent templates and tools by all service lines and NED programs and projects in coordination with communications service line (i.e., policy documents, Standard Operating Procedures (SOPs), Concept of Operations (CONOPS), meeting summaries, agendas, etc.) •o Manage and develop NEP and HSEEP training course content in coordination with the Emergency Management Institute. •o Development, analysis and reporting of metrics for program accountability. •· Administration and Logistics: V endors providing this functional capability would be responsible for providing support to the logistical, administrative, and documentation requirements of all exercise service lines (i.e. exercise planning meetings, program advisory bodies, Training and Exercise Plan Workshops (TEPWs), etc). This is a cross-cutting functional area in that it would support all logistical requirements. Potential activities may include: •o Identifying and coordinating the use of necessary facilities and resources for meetings, workshops, and exercise conduct. •o Coordinating administrative activities such as registration, equipment coordination, travel arrangements, etc. •o Documentation development and production, including agendas, read-aheads, handouts, presentations, meeting minutes, etc. •o Preparation of administrative packages including directions, clearance requirements, etc. •o Development, analysis and reporting of metrics for program accountability. •· Exercise Coordination: V endors providing this functional capability would be responsible for providing direct support to Federal Program managers in planning and conducting various exercise initiatives. This is a cross-cutting functional area in that it would aid in forming exercise project teams from various functional service line vendors tailored to meet specific exercise requirements. Potential activities may include: •o Acting as exercise planning support Lead to both Federal Program Managers overseeing exercise initiatives, from DHS and the inter-agency, in addition to the entire Homeland Security enterprise exercise stakeholder community. •o Coordinating the planning, organization, development, conduct, and evaluation of exercises and exercise support events. •o Coordinating contractor support from other functional area contracts to plan and conduct exercises. •o Developing exercise project plans and assist Federal Program Managers in securing necessary resources via other functional area contracts. •o Coordinate access to interagency and inter-departmental sources of exercise material and support resourcing. •o Development, analysis and reporting of metrics for program accountability. •· Exercise Design and Control: V endors providing this functional capability would be responsible for providing support to developing subject content or data sourcing to build customized scenarios. This aspect could be a research and information gathering function that utilizes strong partnerships to academic and think tank institutions. Other tasks would include building and maintaining exercise control architectures and developing control products (CONPLAN, Master Control Cell requirements). Potential activities may include: •o Development of exercise documentation (Concept and Objectives, Exercise Plan, Controller Handbook, etc). •o Development of the Master Scenario Events List (MSEL). •o Research and development of technical descriptions and timelines of key scenario events (leveraging Modeling and Simulation functional area as appropriate). •o Building and maintaining exercise control architectures. •o Development and execution of exercise staff training. •o Development, analysis and reporting of metrics for program accountability. •o Development of Universal Adversary •· Modeling and Simulation: V endors providing this functional capability would be responsible for providing support for utilizing existing NESC capabilities and coordinating the development of additional capabilities as needed by the exercise community. Potential activities may include: •o Providing a virtual news network. •o Providing training on modeling and simulation tools and techniques as needed. •o Providing video production capabilities. •o Integrating existing and emerging modeling and simulation capabilities into exercise design, development and conduct. •o Development, analysis and reporting of metrics for program accountability. •· Subject Matter Expertise Resources: V endors providing this functional capability would be responsible for sourcing SMEs to facilitate discussion-based exercises, lead specific planning engagements, or building block engagements. Additional activities include developing resource pools to augment exercise planning and conduct activities (i.e. SIMCELLs, Master Control Cells, Evaluator cadres, Facilitator cadres, etc). This is a cross-cutting functional area that supports all other functional areas specialized staffing requirements. •· Evaluation: V endors providing this functional capability would be responsible for supporting exercise evaluation including management and support of evaluation design products (objective development, Exercise Evaluation Guides (EEGs), After Action Report/Improvement Plans (AAR/IPs), and Evaluator Training) and identifying, building, and deploying evaluation SME cadres in all NED exercises. This functional area links closely to Control and SME Resources functional areas and specifically with Logistics when planning After Action Conferences (AACs). Potential activities may include: •o Developing evaluation plans and AAR/IPs for all exercise activities. •o Identifying and managing collection and analysis of exercise metrics. •o Analyzing AAR/IPs to support exercise program metrics and priorities. •o Tracking corrective actions and providing summary reports. •o Developing guidance and promoting best practices for AAR, corrective action and lessons learned activities. •o Development and conduct of evaluator training. •o Development, analysis and reporting of metrics for program accountability. 3. Provide strategies for fulfilling this requirement as well as improvements to or expansions on the above proposed contracting paradigm and business model. 4. Optional supplementary materials such as slick sheets, client reviews, etc., are welcomed. NED will not be responsible for returning any materials submitted as a part of this RFI to the owner. 5. Sustainability component. NED is committed to supporting the agency's sustainability goals. Sustainability goals and maximizing the use of technology and other media to ensure initial and scalable, long-term exercise delivery has minimal negative impact on the environment. Vendors are asked to provide their methodology for leveraging technologies or any other means that will reduce the use of paper and greenhouse gas emissions, etc. 6. Alternate approaches: If a vendor has a business model or approach that is not addressed in this RFI that may be of interest to the Government and pertinent to this acquisition please feel free to submit a one to two page information paper with your capabilities statement.
