- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of National Oceanic Atmospheric Administration, National Marine Mammal Laboratory located in Seattle, WA intends to procure quantity of 15 each steel flotation buoys for use on moorings deployed in the Chuckchi Sea. Each flotation buoy MUST: 1.) be made of steel for durability; 2.) have an internal tension member, with pad-eyes at each pole that will allow 5,000 pounds of in-line tension; 3.) have a high visibility corrosion resistant yellow coating with cathodic protection; 4.) be equipped with 2 lifting bails; 5.) have buoyancy of 369 lbs and a diameter of 30", with a depth rating of 1,250 ft. This procurement is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 332999 with a small business size standard of 500 employees. All quotations must be FOB destination Seattle, WA 98112. The government intends to issue a firm fixed price contract, with delivery date no later than May 16, 2011. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
