Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries, located in Panama City, FL intends to acquire 44 acoustic tags and receivers to upgrade VEMCO receivers. The smalltooth sawfish (Pristis pectinata) is currently listed as endangered in US waters under the US Endangered Species Act (ESA). Under the ESA, NOAA Fisheries Service is responsible for determining critical habitat for the species. Subsequently, NOAA Fisheries has sponsored additional research on the species, its habitat use, and its conservation needs. Additionally, NOAA Fisheries has developed a recovery plan for the species pursuant to section 4(f) of the ESA. Previous research on critical habitat utilized VEMCO VR2 receivers combined with acoustic tags. Transmitters offered must be able to be detected by the VEMCO receivers, thus allowing for smalltooth sawfish to occupy habitats that would undetectable and except VR2-Delrin black case as trade in. DESC: Purchase 44 acoustic tags and receivers: To be considered interested parties must be able to demonstrate their ability to provide receiver/tags that meets the following specification: The minimum functional requirements: Depth Rating: 500 Meters Battery Life: minimum 12 Months Memory Capacity: >7MB non-volatile Flash Frequency: optimized for 69kHz Decoding: able to decode all Vemco Coded transmitters on 69kHz Interface: via Bluetooth using Vemco PC software Time resolution: capable of time resolution on the order of 1msec PC software: Compatible with Vemco's VUE software Upgradeability: Firmware is field upgradeable using VUE software Future expansion and code types: Programmable with Vemco code maps The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one known source VEMCO. They are the only known company able to provide the tags and receiver to comply with the government existing VEMCO equipment. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This is not a request for competitive proposals. However, all proposals received within ten (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their detailed capabilities and qualifications to support their ability to provide this service, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above.
