Description
Statement of Work Request for Quote The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Great Lakes Environmental Research Laboratory, located in Ann Arbor, MI intends to acquire services to contract for a Fish Modeler to create and Individual based model analysis of land use change impacts on Steelhead and Chinook salmon in Muskegon River, Michigan. DESC: In order for coastal communities to achieve ecosystem sustainability, they must first know what land and habitat components are necessary to sustain their ecosystems. When communities are armed with science-based environmental limits or "tipping-points", they are able to institute land use policies and restoration plans that ensure critical green infrastructure and habitat sustaining Great Lakes ecosystems are maintained. This project is funded under the Great Lakes Restoration Initiative to use existing Great Lakes water quality, biological monitoring, and corresponding watershed land use data to identify tipping points that impact Great Lakes ecosystems. The contractor is requested to develop a bioenergetics based, individual based model (IBM) of Chinook salmon (Oncorhynchus tshawytscha) early life history in the Muskegon River, and run scenarios of land use change to identify land use tipping points for Chinook salmon early life stages. The contractor also is requested to run an existing steelhead (O. mykiss) IBM to identify land use tipping points for steelhead early life stages. The contractor must have knowledge of stream ecology and fish population dynamics consistent with a Ph.D degree in aquatic ecology and fisheries from a credited university. The contractor must have knowledge and experience in programming and using bioenergetics-based, individual-based models models of fish populations to address questions of land use change impacts on fisheries. The contractor must have experience working with teams of investigators studying land use change impacts on hydrology, sediment transport, hydraulics, and macroinvertebrate biology. This is a small business set-aside. The NAICS code for this action is 541990. Size standard not to exceed $7.0M. This support service is being procured under the guidelines of FAR Part 12, Commercial Items and Part 13 Simplified Acquisitions Procedures.
