Description
This action is a Total Small Business Set-aside. This is a public notice for acquisitions over $25,000.00. This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this notice. This is a solicitation from the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division - Kansas City Office. The requirement is for a jackscrew, part number SPL5568-7, for one of the NOAA Aircraft Operations Center (AOC) WP-3D aircraft which is located at MacDill AFB, Tampa, FL. The maintenance manuals for the AOC WP-3D aircraft require this specific part number. This notice constitutes the only Request for Quote (RFQ). Written offers are being requested. A hardcopy written RFQ will not be issued. DOC, Eastern Acquisition Division - Kansas City Office requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register, all offerors must have a Dunn & Bradstreet Number. A Dunn & Bradstreet number may be acquired free of charge by contacting Dunn & Bradstreet on-line at http://www.dnb.com/eupdate or by phone at (800) 333-0505. All contractors are also required to complete online Representations and Certifications at http://ORCA.BPN.GOV. This notice is hereby issued as RFQ NMAN6000-11-02181. CAR clauses and provisions are available on the internet website: http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr&sid=b1110228a0947e36df514c65c3606567&rgn=div5&view=text&node=48:5.0.6.47.44&idno=48 STATEMENT OF WORK FOR WP-3D JACKSCREW A.1 Introduction/Background The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), MacDill AFB, Florida, operates three WP-3D aircraft to accomplish scientific research. AOC intends to replace one jackscrew on one of the NOAA WP-3D aircraft. Replacement will accomplished either through purchase of a new/overhauled unit, an overhaul of the AOC unit or a new/overhaul exchange of the AOC unit. Part number (P/N) of the jackscrew is SPL5568-7. A.2 Scope Replacement of the jackscrew P/N SPL5568-7 is required as stated in paragraph 1. Paragraphs 2 and 3 are options that will be considered for future requirements. 1. AOC will send in their unit to serve as an exchange for a new or overhauled unit from the selected vendor. Delivery time of the vendor's new or overhauled jackscrew P/N SPL5568-7 will be no more than 30 days from the time selected vendor receives AOC part. 2. AOC will send in their unit to be overhauled. Turnaround time to overhaul and deliver back to AOC their jackscrew P/N SPL5568-7 will be no more than 30 days from time selected vendor receives AOC part. 3. AOC will purchase a new or overhauled jackscrew P/N SPL5568-7 outright from the selected vendor. Delivery time of the new or overhauled part will be no more than 30 days from receipt of order. A.3 Technical Requirements The selected vendor must provide to AOC, either via a new unit or overhauled unit, a jackscrew P/N SPL5568-7 that is ready for installation. A.4 Delivery Schedule Due to mission requirements and the limited number of spares possessed by the AOC, the jackscrew must be provided within 30 days after receipt of order. Offers that propose delivery that will not clearly fall within the applicable required delivery period may be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required. If the offeror proposes no other delivery schedule, the required delivery schedule will apply. A.5 Delivery Requirements The cost of shipping the jackscrew to the selected vendor facility shall be the responsibility of the Government. The cost of shipping the jackscrew to the AOC shall be the responsibility of the vendor. Return shipping costs shall be included in the vendor's offer. A.6 Submittal of Invoices: The contractor shall prepare and submit invoices to NOAA/AOC at the address shown in block 15 of the Solicitation/Contract/Order for Commercial Items-Standard Form 1449. All invoices shall be based on work completed as of the end of the contractor's most recent billing period and shall be submitted to NOAA/AOC by the 10th day of the subsequent month. SCHEDULE OF PRICES PRICE/QUOTE: This is an order for commercial services. The line items will be quoted and completed in accordance with the terms and conditions specified herein. Prices quoted for the contract line items shall be firm-fixed price inclusive of all costs. Pricing for Line Item 0001, 0002 and 0003 must be provided to be considered responsive. BASE AWARD: LINE ITEM 0001: Exchange of AOC jackscrew, P/N SPL 5568-7 for a new or overhauled jackscrew, P/N SPL 5568-7. Credit amount for AOC jackscrew will be negotiated after award upon receipt and inspection by vendor. A completed copy of the provisions contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Annual Representations and Certifications may be made at http://orca.bpn.gov and state in the quote that the Online Representations and Certifications Application (ORCA) has been completed.) 2. Pricing information for Line Item 0001, 0002 and 0003. 3. Delivery date. The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. All responsible offerors may submit a response to this notice which will be considered by the agency.
