Description
NOTICE OF INTENT: This is a Notice of Intent No. W91238-11-S-0001 to Sole Source one Blanket Purchase Agreement (BPA) to support the services listed below for which the applicable NAICS Code is 611710, Educational Support Services. The size standard for the NAICS Code is $7 million. Potential offerors having the skills and capabilities necessary to perform the described services below are invited to provide feedback via email to Angela.Hermanson@usace.army.mil All responses will be analyzed in order to determine the appropriate acquisition strategy for potential future acquisitions. Other than small business may respond to this notice. 2.1.1 Parent Orientation Program. A two hour orientation program, targeted towards the parents of the student participants, shall be held prior to the student event. The parent orientation program shall consist of presentations explaining what their child will learn from participating in the full day STEM Awareness Program, and exposing the parents and students to a sample activity, the numerous career opportunities available for professional engineers and scientists, and emphasizing the U.S. Army Corps (and other Federal Agencies) as premier employers of STEM. The parents' orientation will be conducted bilingually, in Spanish and English, or as applicable. Presentations shall also cover methods and tips on how parents can encourage/foster an interest in STEM and the elements of a successful college/university application and admissions process, leading the student toward a technical degree in the STEM fields. All the above information shall be presented to the parents, with bilingual hand-outs in English and Spanish (or as applicable), as part of a parent's orientation package. The Corps, or Agency requesting the service, will provide a pamphlet outlining their functional responsibilities in STEM; this pamphlet shall be included in the parents' orientation package. 2.1.2 Student (100-120) STEM Awareness Program. A full day Student STEM Awareness Program shall be held the day following the Parent Orientation Program. The program shall consist of a student team(s) hands-on approach to the analyses, challenges, and solution of the Federal Agency's STEM issues and projects. Utilizing college engineering and/or Agency professional STEM team "captains", student participants shall be divided into competing engineering STEM teams (composed of 5-8 students per team). The students will work on team building, time management, and brainstorming skills, as they work together to solve the project technical challenges prepared for them. The program shall emphasize the relationship between a strong math and science education and a technical career in a field such as engineering. Additionally, the program shall emphasize how many careers, not usually regarded as technical, use math and science to produce a product or service. The program shall integrate competitive exercises with real success stories of minorities and women who are scientists, engineers, and other technical professionals. The program provides an academic roadmap to guide parents and students toward eligibility and success in a college technical degree program. Each student STEM team will work on common Federal Agency-based STEM projects, which include making a team presentation at the end of the day focusing on the results achieved. The program shall include competition awards granted to individuals and/or team members for successful solution to posed STEM issues/projects or topics presented. STEM team captains shall serve as team coaches and facilitators, and will supplement the session by sharing their experiences and engaging their student team members in discussions concerning college preparation, STEM college majors, and career options. The Student STEM Awareness Program will also feature formal presentations by Corps of Engineers (or other Federal agencies requesting the Service) engineering and science professionals (role models), designed to stimulate interest in STEM, and the Corps of Engineers (or other Federal agency) as a future employer. The Contractor shall provide administrative assistance and support by contacting the school and making the necessary arrangements for the Federal agency to conduct their STEM activities. 2.1.3 Analysis of Student STEM Impact. The Contractor shall develop an analysis of the impact the program has had, and the interest to pursue a STEM career after High School where the STEM program was offered more than once. 3.0 Stem Fairs. Other related work and services may include, but not limited to provide support and assist the Federal Agency to organize, prepare for a STEM fair. All work shall be performed through issuance of BPA Calls. The Contractor shall complete all work described in the BPA for each Call within the performance period of each Call. All Calls will be in writing. The Government shall provide a performance work statement for each Call. The capabilities statement for this notice of intent is not expected to be a response to a Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements are requested regarding the company's ability to demonstrate existing or developed expertise and experience in relation to the description of services herein. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities.
