Description
The United States Army Yuma Proving Ground (USAYPG) intends to issue a solicitation for Material Analysis Laboratory Services at USAYPG. The purpose of the contract is to provide administrative, management, and operational support services. The operational support services shall include all labor and services necessary to provide nonpersonal services required for the implementation of, and as required, the development of statistically valid sampling, analysis and reporting of a wide variety of Army Research Material. The Army research materials include petroleum, oil and lubricants (POL); environmental (hazardous waste, waste water, drinking water, air, toxic fumes); low level radioactive (depleted Uranium) in air, water, soil and biological samples; military munitions and weapons (propellants, explosives and metal parts); military ground vehicles and aircraft; and general equipment. It is anticipated that the solicitation will be released on or about 23 February 2011 with an estimated closing date of 28 March 2011. The solicitation will be posted on Federal Business Opportunities and on the Mission & Installation Contracting Command Center (MICC) Center - Yuma website (http://www.yuma.army.mil/site_contracting.asp). The solicitation number will be W9124R-11-T-1013. It is anticipated that a site visit will be conducted on or about 08 March 2011. All prospective attendees shall complete a Visit Request Letter. Further instructions for the Visit Request Letter will be provided within the solicitation. Failure to visit the job site will not disqualify an offer; however, the offeror acts at his own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of such failure. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. It is anticipated that award will be made on a best value basis and will be made to the responsible and responsive contractor whose offer best conforms to the solicitation and will be most advantageous to the Government, cost and other factors considered. A single firm-fixed price contract is anticipated. The solicitation and subsequent contract will be for a 30 day phase in period, a base period of one year, and two one-year options, for a total potential period of performance of three years and one month. The North American Industry Classification System (NAICS) code is 541380 with a small business size standard of $12M. This requirement will be solicited on an unrestricted basis.
