Description
Note: This synopsis follows a Sources Sought notice that was released on November 10, 2009 under Sources Sought No. HHS-NIH-NCI-SBSS-PCPSB-5009-69. Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS) intends to award, through open competition, a contract for a Breast Cancer Surveillance Consortium Data Resource. To perform the requirements of this contract, the Contractor must demonstrate the following relative to the components of the Breast Cancer Surveillance Consortium (BCSC), specifically (a) epidemiological expertise, knowledge, and experience with pooled, complex databases including the common data elements and data collection procedures used for longitudinal data in mammography and related outcomes; and (b) knowledge of information systems and secure data capture, management, analysis, and transfer. The purpose of this contract is to secure services for maintaining the existing BCSC database and improving its capacity to support use of the data by the scientific community. A second objective of this contract is to develop new electronic interfaces and datasets that will facilitate high-quality, timely, and cost efficient transfer and interpretation of data using automated mechanisms and technical standards that meet the highest standards for caBIG® compatibility (see https://cabig.nci.nih.gov/). Specifically, this support project will provide the following services: 1) Maintain the existing BCSC pooled database; 2) Ensure adherence to regulatory authorizations and certifications in the acquisition of data; 3) Process data ensuring data security, data consistency, and quality control; 4) Maintain and update a private secure BCSC website; 5) Develop, implement, and maintain a security plan to ensure physical and data security, and to maintain confidentiality of de-identified data; 6) Develop, implement, and maintain a web-based query tool for BCSC data for the public website, including conducting usability testing of the web-based tool; 7) Develop all applications in compliance with caBIG® guidelines for silver level compliance; 8) Develop de-identified datasets for use on a BCSC public website; 9) Apply knowledge and understanding of the BCSC database to coordinate the request and approval process for data; 10) Fulfill requests for data for BCSC-approved research projects in commonly accessible formats and that meet the requirements of the Office for Human Research Protections (OHRP) and Health Insurance Portability and Accountability Act (HIPAA); 11) Support a Steering Committee for the BCSC data; and 12) Develop and implement a communications plan to increase awareness of this research resource and its usefulness to the research community. The proposed acquisition will be a new full and open competition for a contract, which follows a previous cooperative agreement grant (U01CA086076) held by Group Health Cooperative. The NAICS Code is 541512. The NCI intends to award a cost reimbursable or cost plus fixed fee contract on or about May 30, 2011. The contract will include one base year plus four one-year options. Request for Proposal (RFP) Number N02PC05009-86 will be available on or about February 25, 2011, with a due date for receipt of proposals on or about March 28, 2011.
