- Description
- The National Park Service has a requirement for the restoration of hydrologic processes to the Prisoner's Harbor wetland on Santa Cruz Island, Channel Islands National Park, Ventura County, California. The project area is located approximately 25 miles off the coast of Ventura, California. The Contractor shall provide all labor, supervision, materials, equipment, and expertise as needed to perform restoration activities within the Prisoner's Harbor wetland. The project goal is to restore ecological function to 3.1 acres of coastal floodplain wetland and protect archeological resources in the project area by removing fill, reconnecting the creek to its floodplain, and controlling invasive species. Project work includes, but is not limited to, mobilization, construction of the staging area, excavation of material from filled wetland and artificial levee, placement and compaction of excavated material in the designated fill disposal areas, and site clean-up and demobilization. Due to resource issues certain construction activities must be conducted within specific time windows. The project range is estimated to be between $250,000 and $500,000. All work will be performed under a single, fixed price contract. Award selection will be based on a Best Value determination made after consideration of price and factors other than price (previous experience, past performance, etc) as outlined in the solicitation. The Request for Proposal (RFP) will be available via electronic commerce only and may be accessed on/about March 1, 2011 at either http://www.fbo.gov or directly through the DOI National Business Center website at http://ideasec.nbc.gov. The due date for receipt of proposals will be 30 days after the date of issuance of the RFP. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. This acquisition is unrestricted. All responsible sources may submit a proposal which, if timely received, will be considered. (This acquisition is being re-solicited and replaces Solicitation number N8120100062.) The NPS welcomes the participation of small, minority, women, and disabled veteran owned business enterprises. The NAICS code is 238910 and the small business size standard is $14.0 million.
