Description
This is a combined synopsis/solicitation for commercial services in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. Funding for this requirement is not currently available. This is a planning Request for Quote (RFQ), Discussions with offerors will be delayed until funding is available.Proposals shall be valid for a minimum of 60 days. This announcement constitutes the solicitation. The duration of this order is 12 months (April 1, 2011 - March 31 2012). This contract will include a basic year and 4 option years. This requirement is open market with a NAICS code of 562111 with dollars $12.5M. The request for quote (RFQ) reference number is H94003-11-Q-0101. The place of performance is Defense Microelectronics Activity (DMEA), 4234 54th Street, McClellan, CA 95652. The objective of this requirement is to provide refuse and recycling services for the DMEA. The Contractor shall provide all personnel, equipment, containers, tools, materials, vehicles, supervision, and all other items and services necessary to perform emptying and return of containers and transport and disposal of contents for refuse and recycling services as defined in the Performance Work Statement (PWS). The contractor shall provide one (1) six (6) yard container at the predetermined location identified with attached drawing. The Contractor's transfer vehicles, accessories, containers and other equipment required to perform this contract shall be specifically designed for the purpose intended. The equipment shall be provided in the amounts and of appropriate type to fulfill the requirements of this contract. The contractor shall be responsible for all costs resulting from licensing, insurance, maintenance, and fuels, for all equipment used in this contract. Contractor personnel shall be U.S. Citizens. All proposed drivers are subject to a National Crime Information Center background check and Terrorism Screening Database check. The contactor shall provide a listing of authorized drivers prior to service start with updates as required. The contractor shall submit a completed and signed Security Release Form for each driver prior to delivery start date, with updates as required. Any driver determined to be a potential risk will not be allowed access to DMEA. A copy of PWS, with complete requirements, Wage Determination, and Drawing is available from the Contract Specialist identified below. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2005-48. The following FAR clauses apply: 52.212-1, Instructions to Offerors - Commercial; 52.212-3, Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items; 52.217-8, Option to Extend Services; 52.217-9 Option to Extend the Term of the Contract; 52.222-41 - Service Contract Act of 1965. DFARS clause 252.212.7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of commercial Items and 252.232-7010, Levies on Contract Payments.
