THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" this Sources Sought (SS) Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Market research is being conducted to determine contractor availability and bonding capacity of the following Socio-economic Categories: Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Hub Zone Small Business, Small Business Section 8(a), Woman-Owned Small Business, and Economically-Disadvantaged Women-Owned Small Business. Description of work: This project involves the provision of shop drawings, materials and building reinforcement construction to support track system for 23 patient lifts at the Center for Aging (CFA) and 1 patient lift at the Ambulatory Care Center (ACC) at VA Pacific Islands Health Care System, 459 Patterson Road, Honolulu, Hawaii, per construction documents (drawing and specifications). Any company desiring to do business with the Federal Government must be registered at www.ccr.gov. For the below definitions, the company must meet the small business size standards allocated to the NAICS Code. That code for this procurement is 238190 and the size standard is $14.0 million gross sales/year average over the last three years. Estimated construction cost is between $500,000 and $1,000,000. Information received may be used in any set aside determination. Definitions of Socio Economic Categories: "Service-disabled veteran-owned small business concern": Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). "Veteran-owned small business concern" means a small business concern: (i) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; (ii) The management and daily business operations of which are controlled by one or more veterans. (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). "HUB Zone small business concern" means a small business concern (i) Appears on the list of Qualified HUB Zone Small Business Concerns maintained by the Small Business Administration. (ii) A HUB Zone small business concern agrees that in the performance of the contract, in the case of a contract for-General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other HUB Zone small business concerns; Small business concern" means a concern, including its affiliates,that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. Such a concern is "not dominant in its field of operation" when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. "Women-owned small business concern" means a small business concern: (i) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and (ii) Whose management and daily business operations are controlled by one or more women. "Economically-disadvantaged women-owned small business concern" means a small business concern: (i) A small business; and (ii) Not less than 51% unconditionally and directly owned and controlled by one or more women who are United States citizens and are economically disadvantaged. Interested firms should send, by e-mail, only the following information: (1) Socio-Economic Category; (2) Single Construction Contract Bonding Capacity; (3) Total Bonding Capacity; (4) Current Available Bonding Capacity Responses are due no later than 4:00 p.m. Hawaiian Standard Time 22 February 2011 to linda.miller442c9@va.gov and a copy to sharon.jantoc@va.gov.
