Description
The Project consists of the design and construction of new building facilities for the Weesh Chaman Border Control Crossing facility in Spin Boldak, Afghanistan. The site is located in the southern portion of the Kandahar province on the border of Afghanistan and Pakistan. All facilities and systems shall be designed to accommodate and provide for 180 on-site operational and administrative personnel and 3,000 civilian transients per day to include a number of commercial and private transient vehicles. The project is defined as the design, material, labor, and equipment to construct new buildings, parking, roads, utilities, water well, and other infrastructure including, but not limited to, electrical distribution, water distribution, and sanitary sewer collection system and treatment system for on-site personnel and those persons who are crossing the Afghanistan - Pakistan border. Design drawings of some facilities will be provided as part of the solicitation, others will require design submittals by the contractor. Site work and related design shall be accomplished by the contractor. The work within this contract shall meet and be constructed in accordance with current U.S. design and International Building Codes (IBC), Life Safety Codes (NFPA-101), Force Protection and security standards. The Government intends to make one award as a result of this solicitation. Award of a contract will be made to the responsible offeror who submits the lowest priced, technically acceptable proposal that is both realistically and reasonably priced for the work to be performed. Offers will be evaluated in accordance with the evaluation criteria stipulated in the solicitation. An offeror may not receive award, even if it has the lowest-priced, technically acceptable proposal, if its price proposal fails to demonstrate that it understands the scope of work required by the solicitation. The applicable NAICS code is 236220 ($33.5M small business size standard). The resulting contract is for 360 days. The magnitude of this project is between $13M and $25M.
