Description
Expression of Interest INL Automatic Teller Machine Service I. Introduction Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the Idaho National Laboratory (INL) is seeking parties interested in providing Automatic Teller Machine (ATM) services. II. Purposes The INL seeks qualified responders to provided ATMs to employees and visitors at its facilities. Four ATMs will be located on the INL reservation in the southeastern Idaho desert approximately 30 to 55 miles from Idaho Falls. Four ATMs will be located in the city of Idaho Falls. III. Scope BEA will provide space and utilities for the ATMs. Interested parties must be able to provide basic ATM services and associated equipment, internet or telephone service subscription, supplies, courier service, and expertise to run this service. The firm must comply with all Federal, State, County, and City laws and regulations as may pertain to banking and electronic funds transfers. ATM services are expected to be available to INL employees 24 hours a day 7 days a week. At some locations, ATM machines may also be available for public access. An important aspect of the service includes some level of availability of surcharge-free ATM transactions. The term of the contract will be 2 years with a 60 day written cancellation notice provision. The selection of an ATM subcontractor should be no later than July 1, 2011. IV. Submittal In order to be considered qualified for solicitation; interested parties must demonstrate experience operating similar services. Information to be included in the response to this Expression of Interest shall include descriptive answers to the items below. BEA will be the sole judge in determining the qualifications of interested parties. •· List of the basic ATM Services that would be offered •· A list of the providers other ATM locations in Southeastern Idaho •· Description of available mobile applications •· Business plan including estimate of investment required and recurrent costs •· Experience in the ATM industry applicable to this Expression of Interest •· Surcharge-free ATM Network memberships (i.e., Co-Op, STAR, Allpoint, etc.) •· Providers business expectations for success To express your interest, please submit the required information to wendy.hall@inl.gov by February 22, 2011.
