Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control & Population Sciences (DCCPS), plans to procure on a sole source basis with the University of Washington, 4104 15th Ave., NE, Seattle, WA, 98105 for services in support of the project titled, " A Multigenerational Understanding of Social Stratification Processes and Health." This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard in $7.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. The purpose of this contract is to discuss and highlight the major theories and developments in social stratification and social gradient. External scientists will also identify the major domains and concepts in the field and how they can be used to measure social stratification/gradient for health and cancer outcomes. Subsequently, the group will also produce a white paper for publication on the state of the science based on the presentations and breakout group discussions. This is the forefront of a newly emerging basic social science research topic area; there is burgeoning interest at NIH and elsewhere to develop viable research opportunities in understanding and developing the concept of social stratification and health. Contractor Qualifications/Requirements The contractor shall be a sociologist at a major university in the US and have considerable leadership experience. The contractor shall be recognized as a consensus builder in bring diverse perspectives in the social sciences as they relate to social stratification and mobility together. The contractor shall have previous experience in conducting this kind of scientific enterprise and have considerable expertise in the field of social stratification, race/ethnicity, health, and social inequalities. The contractor shall: 1) generate a list of external scientific researchers (not to exceed 20); 2) coordinate a closed meeting of the external researchers and some NCI personnel to have discussions on the various topics stated previously, identify areas for further exploration, identify gaps, and establish a time line for the final publication of the papers; 3) gather preliminary position papers (3-4 pages) from the external scientists on their areas of expertise, provide feedback on the papers, and edit the papers; 4) develop a share point website so that all the materials can be housed in one location and is easily accessible; and 5) develop draft white papers for publication. The contractor is uniquely qualified having co-directed a conference for NIH in 2000 (Toward Higher Levels) that resulted in the new high quality research on social, cultural, and psychological factors that affect health, help-seeking, and interventions. The contractor has an extensive background in sociology, public health, psychology, and other social sciences that will be instrumental in bringing together scholars from diverse academic backgrounds to discuss the basic science of stratification and inequality. David T. Takeuchi, Ph.D., is a sociologist and currently Professor in the Department of Sociology and the School of Social Work at the University of Washington. Dr. Takeuchi is uniquely qualified to fulfilled the requirements; he has substantial administrative background including leadership positions with NIH-funded Centers, academic institutions, non-government associations, and government organization. He currently serves as Associate Dean for Research in the School of Social Work. Takeuchi has substantive knowledge about social stratification, race, ethnicity, immigration, health, mental health and social inequalities. He has published widely in academic journals in public health, psychiatry, sociology, psychology, and mental health. He has extensive experience in original large scale data collection activities in diverse communities and has expertise in analyzing epidemiologic and longitudinal data. Takeuchi's research has been recognized for its innovative features from a number of agencies including NIH. Dr Takeuchi has also had experience in putting together the conference called Toward Higher Levels that successfully resulted in different initiatives on social stratification and health. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on February 21, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
