- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a firm fixed price contract with Nuvera Fuel Cells, Inc, 129 Concord Road, Billerica, MA. 01821-4600, for maintenance and operational capability of 20 Ready Power Pack Fuel Cells powering 20 forklift trucks at the Defense Depot Susquehanna, PA. (DDSP). Place of Performance is F.O.B. Destination: Defense Depot Susquehanna, (DDSP), 2001 Mission Drive, New Cumberland, PA. 17070-5000. This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1; only one responsible source and no other supplies will satisfy agency requirements. The basis for restricting competition is Nuvera Fuel Cells, Inc. ™s proprietary technical information and the duplicative cost to the Government that it would not expect to be recovered through competition. Since this is a Sole Source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
