- Attached is the justification for other than full and open competition. Notice Type: Special Notice Solicitation Number: HSCG23-11-Q-ADD013 Synopsis: The United States Coast Guard (USCG) intends to purchase, on a SOLE-SOURCE basis from Gartner, Incorporated, IAS Advisory Workgroup Services for one advisor plus six workgroup members. The USCG's use of Gartner's IAS Advisory Workgroup services is further explained below. However, any organization (other than Gartner) that believes it is capable of providing an equivalent services at the high level of quality and complexity indispensable to the USCG, shall email a Statement of Qualifications to Kristina.A.Morris@uscg.mil no later than 2:00PM EST on 22 February 2011. Further Information concerning the USCG's requirement and Gartner's capabilities is provided below. The Coast Guard Logistics Information Management System (CG-LIMS) Acquisition Project will require a centrally managed, integrated, enterprise-wide logistics information management system to support USCG assets and their associated systems and equipment. This system will serve as the enterprise logistical support tool for aircraft, cutters, boats, C4ISR systems, and shore facilities. The USCG objective is to acquire a logistics system that will leverage industry standards and best practices to increase efficiency, optimize effectiveness, and establish common processes for managing logistics across the enterprise. The ability to maximize operational capabilities and minimize lifecycle costs are fundamental goals. CG-LIMS must be interoperable with legacy USCG and other government agencies' systems. CG-LIMS will be a feeder system to the Coast Guard's core accounting system. CG-LIMS will interface with existing and future USCG systems as they are transformed and modernized. As such, the system will need to be Service Oriented Architecture (SOA) compliant, and be scalable and flexible in meeting existing and future requirements. Currently, the USCG is reassessing the acquisition strategy behind the CG-LIMS requirement. The USCG requires advisory services at a level of complexity required for CG-LIMS for the implementation of the acquisition strategy that is currently being chartered. Given the USCG's critical mission and the fundamental role of IT in the success of CG-LIMS, it is important for CG-9334 to have access to extensive technology information and IT analyst expertise to provide guidance upon which to make implementation decisions. The types of issues on which CG-9334 will focus on include advisory support services at a high level of complexity in the following areas: Enterprise Asset Management and ERP systems Evaluation of EAM/ERP service providers Software Licensing Service Level Agreements Application Delivery Program-Project Management and EVM Methods for Delivering ERP Data Management Gartner provides a comprehensive set of analysts, research, and tools to meet the USCG requirements at a level of complexity essential to CG-LIMS. The tools are easy to use and have the flexibility to be tailored to the specific requirements of various users. Gartner has unique access to analysts, consultants and resources that offer the breadth of expertise, experience, and level of intricacy required during the implementation of the Coast Guard's acquisition strategy. Gartner offers access to reliable research and insight, proven best practices, and innovative thinking for strategy implementation. Gartner's unique angle and span of experience is required in the implementation phase of the subject project. The United States Coast Guard is aware of no organization, other than Gartner, Incorporated, that can: (a) provide the services described above; and (b) provide the broad range of expertise which Gartner can make available on very short notice and which is covered within the cost of the package. However, any organization (other than Gartner) which believes that it is capable of providing an equivalent service at the high level of quality and complexity indispensable to CG-9334, shall e-mail a Statement of Qualifications to Kristina.A.Morris@uscg.mil not later than 2:00 PM Eastern Standard Time February 22, 2011.
