- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(B)(1), with Science Applications International Corporation (SAIC) for to provide services for technical and operational support to facilitate the overall objectives of the National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), in the areas of measurement services to the chemical measurement community through critically-evaluated reference measurement methods and procedures, Standard Reference Materials (SRMs), NIST Traceable Reference Materials (NTRMs), Reports of Analysis (ROAs), measurement quality assurance programs, and databases for use by industry and other research enterprises. The Contractor shall also support the NIST Analytical Chemistry Division in maintaining its core expertise in analytical mass spectrometry, analytical separation science, atomic and x-ray fluorescence spectrometry, gas metrology, nuclear analytical methods, nuclear magnetic resonance spectrometry, and classical and electro-analytical chemistry. The Contractor shall also perform critical research studies and provide program management to MML. More specifically, the Contractor shall continue to support detection and trends of environmental contaminants in the US Pacific Island region, advance toxicology research, and canine training aids. The Contractor shall aid in the delivery of measurement services to the chemical measurement community through critically evaluated reference measurement methods and procedures, Standard Reference Materials (SRMs), NIST Traceable Reference Materials (NTRMs), measurement quality assurance programs, and databases for use by industry and other research enterprises. The Contractor will also support MML's Analytical Chemistry Division in maintaining its core expertise in analytical mass spectrometry, analytical separation science, atomic and x-ray fluorescence spectrometry, gas metrology, nuclear analytical methods, nuclear magnetic resonance spectrometry, and classical and electro-analytical chemistry. The services required by NIST are deemed to be available from only the original source, Science Applications International Corporation (SAIC), to satisfy NIST/MML's requirements. MML's need for the services is critical to fulfilling MML's mission and to support essential mission requirements of other government agencies. This requirement is a bridge to continue services in the interim, as NIST intends to compete the proposed acquisition to continue these services beyond the period of performance of this contract. The NAICS Code is 541712 with a size standard of 500 employees. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by February 11, 2011, 12:00pm, EST will be considered by the Government.
