- DARPA-SN-11-13 GRIN Exchange Fifteen days after publication of this notice, the Strategic Technology Office (STO) of the Defense Advanced Research Projects Agency (DARPA) intends to issue a request for proposal to the MEMS and Nanotechnology Exchange at the Corporation for National Research Initiatives in support of the DARPA M-GRIN program. DARPA requires highly specialized design and fabrication support services to aid in the development of a short-term distributed design and fabrication testbed (the "GRIN Exchange") to allow participants to develop next-generation optical systems with access to common design tools, fabrication foundries, and testing facilities. As the nation's leading provider of high-quality foundry and consulting services, the MEMS and Nanotechnology Exchange is capable of providing design and technical support to customers, coordination with fabrication foundries, a metrology lab and proprietary customer ordering and tracking software, all of which are needed for the GRIN Exchange. No other known capabilities or sources were identified that could meet the requirement of the proposed effort, as the MEMS and Nanotechnology Exchange is the only functioning entity of its kind.
