- THIS SYNOPSIS WAS ORIGINALLY SYNOPSIZED UNDER N62470-11-R-7010. THIS SYNOPSIS REPLACES N62470-11-R-7010 IN ITS ENTIRETY. The Department of the Navy intends to solicit and award a contract for Administrative Management Consulting services. NAVFAC requires the services of a qualified and experienced federal civilian position classifier to conduct a management review of up to 525 federal civilian positions in order to properly assign authorized OPM title, grade, and series to such positions. This work may require up to 30 desk audits. The work should include all labor, transportation, supervision, management, materials and equipment necessary to perform the work. The place of performance is at the Contractorà ‚¬ s facilities, with infrequent travel to NAVFAC Headquarters, located in Washington, DC. The firm fixed priced Indefinite Delivery Indefinite Quantity (IDIQ) contract shall provide for a base period of one year plus two option years. Only the base period of the contract will offer a minimum guarantee. The contract will be procured using simplified acquisition procedures, in accordance with FAR Part 13.1. Selection for award criteria will be based on the following factors: 1. Key Personnel; 2. Past Performance; 3. Management Approach/Technical Solution; and 4. Price. The resulting contract will be awarded to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government, price and other evaluation factors considered. The approximate solicitation release date is 26 January 2011. The solicitation will be issued as a Small Business Set-Aside under NAICS Code 541611, Administrative Management and General Management Consulting Services. The annual small business size standard is $7,000,000. All responsible sources may submit a proposal which will be considered by the agency. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ no sooner than 15 days after this synopsis is posted. In accordance with FAR Section 5.102, availability of the solicitation will be limited to the electronic medium and the Government will not provide copies. It is the offerors responsibility to check the NECO website periodically for any amendments to the solicitation, as this will be the only method of distribution for amendments. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offer must be currently registered in the Department of Defense Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling (1-888-227-2423) or via internet at http://www.ccr.gov. NAVFAC Atlantic currently utilizes WAWF as its authorized method to electronically process vendor requests for payment.
