Description
Justification for Contract Action This publication serves as notice of intent to continue procuring services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Ocean Service (NOS) on a sole source basis from EXA Data & Mapping, Inc. by increasing the ceiling amount of NOAA IDIQ contract AB133C-09-CQ-0025 on the basis of unusual and compelling urgency as authorized by statute. Vendor is providing services to support the maintenance, application, and further development of NOAA's environmental databases that serve as a repository for environmental sediment chemistry, tissue residue chemistry, and sediment toxicity data. These databases have three general applications: 1) to serve as an integral component of NOAA's Watershed Database and Mapping Projects, 2) to support site-specific investigations, including evaluations of risk or injury to NOAA resources, derivation of cleanup goals, and evaluations of remedial alternatives at hazardous waste sites or spills, and 3) to provide the foundation for conducting specialized analyses, such as exploring innovative approaches for the evaluation of sediment chemistry and toxicity data and developing new guidelines for screening sediments in support of risk assessments. This contract has also served as a vehicle for NOAA to rapidly engage the services of environmental-contaminant database experts necessary to respond to the stringent data management requirements of the Nation's largest SONS, facilitating the design and implementation, in extremely short timeframes, of core data intake system enhancements. These initial modifications to NOAA's data handling system have made it possible for NOAA to address the vast quantity of data associated with the DWH spill response. While many required modifications have been addressed, NOAA anticipates that additional development will be necessary as the Assessment and Restoration Division begins to incorporate data from additional sources in the analyses.he government intends to negotiate a revised contract schedule with a 1-year period of performance as limited by the statutory authority used for this justification. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining the availability of capable sources and to determine whether or not the future reprocurement of these services can be done on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Responses to this notice will not substitute for responses to future notices related to this requirement. Oral communications are not acceptable in response to this notice.
