- SYNOPSIS FOR REPAIRING VARIOUS FACILITIES ON BASE FOR ENERGY EFFICENCY This notice serves to announce the intent of the 14 th Contracting Squadron to issue a solicitation for repairing various facilities on base for energy conservation. The contractor shall provide all plant, labor, materials, equipment, and transportation required to upgrade the heating, ventilation, and air conditioning equipment for select facilities at Columbus AFB, MS. The period of performance will be 150 days after issuance of a notice to proceed. The Statement of Work (SOW) will be posted with the Solicitation. The solicitation will be issued on or about 18 February 11. This procurement is set aside 100% for Service Disabled Veteran Owned Small Business concerns. The associated North American Industry Classification System (NAICS) for this procurement is 238220 and the small business size is $14 Million. The requirement will be solicited as a commercial service using Contracting by Negotiation FAR Part 15. The evaluation criteria will be detailed in the solicitation. Award of a contract in FY 2011 will be subject to the availability of funds. The solicitation will be posted on http://www.fbo.gov. There will be no paper copies of this solicitation available. All solicitation information may be obtained through the above referenced website. Interested parties should register online and subscribe to receive procurement announcements related to this solicitation by entering the website at http://www.fbo.gov. Potential offerors are responsible for monitoring this site for release of the solicitation package. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. All prospective offerors interested in submitting a quote must have a commercial and government entity code (CAGE code). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
