Description
PROJECT SCOPE: The project is for the construction of utility improvements at the Darulaman Garrison in Darulaman, Afghanistan. The project will be delivered using a design-build approach. Contractor shall submit complete Design Analysis, Plans and Specifications for all Design Submittal stages required by the Contract and subsequent to review and acceptance by AED. Contractor shall build to the plans and specifications which they have developed. Design Submittal content shall include field testing, laboratory testing, design analysis, and plans and specifications for: Geotechnical Report; existing topographic survey; final grading/drainage plans; complete water supply system; complete wastewater system; road and sidewalk network; electrical generation and distribution system; and all other site work features not included in the furnished plans and specifications. For the site adapt portion of the Contract including primarily the Water Well House, the Contractor shall construct all features of Contract work (architectural, structural, civil, mechanical, plumbing, electrical, communications etc.) in complete accordance with Contract plans and specifications furnished by AED. If the site investigation and Geotechnical Report indicate foundation design as shown in the Contract plans is inadequate, all necessary information (design analysis, plans and specifications) shall be submitted for review and approval by AED Engineering. The COR shall be informed of this change to coordinate a modification. Even if foundation design changes are required, all other features of work shall be accomplished in strict compliance with the drawings, details and specifications provided in the Contract, unless changes are requested under the Changes Clause. All work identified in the Scope of Work shall be completed within 230 days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. NOTICE TO OFFERORS: THE GOVERNMENT RESERVES THE RIGHT TO CANCEL A SOLICITATION EITHER BEFORE OR AFTER THE PROPOSAL OPENING, WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. The Lowest Price Technically Acceptable method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. This acquisition will result in a single fixed price construction contract awarded based on a Lowest Price Technically Acceptable determination.
