- Floor Plan SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotationss are being requested and a written solicitation will not be issued. BACKGROUND: The Fort Meade Defense Information Systems Agency (DISA) Central Receiving Point facility will be moving into a new 13,800 square foot facility. To ensure proper storage and security of all DISA equipment and property the Central Receiving Point will require pallet racks, perimeter enclosures, a rack security area, and personnel lockers (for the safe guarding of labor support staff property, who have no cubicle space). In addition to a double hinged door (forklift access) a single hinged door is required with a push bar on the inside of the door (panic bar). The hinged door is a safety requirement for emergency exit in case the door is locked from the outside and is a Ft. Meade Fire Marshall requirement. SCOPE: The contractor shall deliver and install 92 bays of pallet racks, a secure rack area of 10 bays of racks, a secure fenced perimeter, and twenty (20) securable personnel lockers to the Fort Meade Warehouse at 6906 Cooper Avenue, Fort Meade, MD, no later than 4 weeks from the start date. The Contractor will supply all necessary tools to assemble and install the equipment. The contractor will be responsible to properly store and secure equipment while working on site. The installation of equipment will be performed during the regular duty hours of 0700 - 1500, Monday thru Friday. No work will be performed on federal holidays or on weekends. Please refer to the attached Statement of Work and Floorplan for further details. The Government intends to award a Firm Fixed Price Purchase Order. Offerors shall provide quotations based on the goods and services as specified in the Statement of Work and included drawing. NAICS CODE: 493110, SIZE STANDARD: $25.5M. All offerors will have the opportunity for a warehouse site visit on Tuesday, February 15, 2011 at 8:00 AM (EST). Those offerors interested in attending the site visit are required to submit the names of those individuals who will be attending to the attention of the Contracting Officer, Patricia Bruce, patricia.bruce@disa.mil no later than Thursday, February 10, 2011 by 12:00 PM (EST). In return, vendors who submit names of individuals to attend the site visit prior to the cut off date will be sent further instruction to the warehouse. All solicitation questions and clarifications will be submitted in writing to the attention of the Contracting Officer, Patricia Bruce, patricia.bruce@disa.mil no later then Tuesday, February 17, 2011 by 2:00 PM (EST). Telephonic questions will not be entertained. Answers to questions and clarifications will be posted as an amendment to the solicitation. Quotations are due by email to the Contracting Officer, Patricia Bruce, patricia.bruce@disa.mil no later than Tuesday, February 24, 2011 at 2:00 PM (EST). No facsimile offers will be accepted. Late quotations will not be accepted. Offerors shall include a completed copy of provision 52.212-3, Offerors Representations and Certifications - Commercial Items with its quotation. ORCA submissions are acceptable. The anticipated date of award for this requirement is Tuesday, March 15, 2011. PRICING: There will be three CLINs - 0001 - Racks 0002 - Fencing 0003 - Personnel Lockers Development of pricing for these CLINs should include material costs, freight charges, and installation charges. Offerors shall submit a quotation with the breakout of price for each CLIN. Offerors shall also state the total price of the project. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items FAR 52.212-2, Evaluation-Commercial Items. The following factors shall be used to evaluate offers: (1) Price (2) Technical Capability. Factors are of equal importance. Award will be made to the responsible offeror whose quote is technically acceptable, responsive to the requirements of this solicitation, and presents the best overall value to the Government. Only one award will be made. The Government intends to evaluate quotes and make award without discussions; however, the Government reserves the right to hold discussions if necessary.
