Set Aside: Turkish Vendors Only NAICS Code: 238210 Electrical Contractors and Other Wiring Installation Contractors Contracting Office Address: Department of the Air Force, United States Air Force Europe, 39th Contracting Sad - Unit 7090 Box 127, Incirlik AB, Turkey, 09824-0280 This notice is to identify all prospective offerors within the Republic of Turkey in submitting proposals for the upcoming solicitation of Project LJYC 10-1040, Repair Fire Alarm, Bldg 500. This requirement is demolishing existing Fire Alarm System and installation of new fire alarm and mass notification system c/w new wiring and all necessary materials to accomplish the job. All prospective offerors must be in the CCR and submit a DUNS number as well. The intended award is anticipated to be a firm-fixed price type contract. The formal solicitation is expected to be released on or about 21 February 2011. Proposal will be due 30 days after the solicitation release date. Notice to Offerors: While FY11 funds may not be immediately available within USAFE to fund this project, funds have been provided for in the FY12 Execution Plan, therefore bid acceptance period should be valid through 31 Dec 11. ATTENTION POTENTIAL OFFERORS: IMPORTANT INFORMATION CONCERNING ELIGIBILITY FOR AWARD OF THIS SOLICITATION. DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED. In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award of all solicitations. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423. All potential offerors must submit the attached Pre-Proposal Conference/Site Reservation Form to this office identifying the company name, address, phone number, email, and solicitation point of contact if the U.S. government is to make arrangements for their access to the base. The cutoff date for submitting the Pre-Proposal Conference/Site Visit Reservation Form is 03:30 PM local, 18 February 2011. Pre-Proposal Conference/Site Visit Reservation Forms can be hand carried, sent by mail, or sent via e-mail to be accepted. Any interested parties who do not submit the above requested information by the stated cut-off date will be responsible for making their own arrangements with Turkish Air Force (TuAF) Pass & ID officials for obtaining access to Incirlik Air Base, Turkey.
