- NASA/GRC has a requirement for Environmental Barrier Coating Powders -AtmosphericPlasma Sprayed (APS) powders.NASA/GRC intends to purchase the non-commercial items from Praxair Surface Tech,1500Polco St, Indianapolis, IN. This is a continued ongoing project and the process cannotbe changed without causing a large set back in development, finances, and time. Thisvendor has the patent rights on this coating technology process and has helped to advanceNASA and this project with its technology.The Government does not intend to acquire a commercial item using FAR Part 12.
